SUMMARY
OF MEETING.,HELD ON AUGUST 29' 1979 IN BETHESDA MD TO DISCUSS NRC POSITION ON CONTAINMENT PURGE VALVE&
Purpose The meeting was called to effect an exchange of information between Duke and the NRC. Duke brought a tabular list of all the containment purge valves with data on the valves and actuators, Tayout-drawings of purge and vent.lines,, valve.procurement specifications and test records for each valve. The NRC-staff in turn presented our positions on purge valve design, operating requirements and associated electrical override circuitry design.
A list of attendees is enclosed.
Items of Discussion Edward Reeves, Lead-Engineer, restated the NRC position on purge time by referencing the NRC letter of November 29, 1978, i.e.,.90 hours0.00104 days <br />0.025 hours <br />1.488095e-4 weeks <br />3.4245e-5 months <br /> purge time

John Zudans of* the Engineering Branch-expressed a concern about the torque a valve would receive during a LOCA, he presented some draft guidance to Duke on this concern. Zudans asked for ad monstrat iof operability of valves. It was pinted out that the draft guidelines are for the-long term sblution, in
-the interim it was proposed Duke.operate with partially open valves - somewhere between 30. and 500.
J. T. Beard.of the Plant Systems Branch stated that he had previously received a set of electrical drawings from Duke and-that he is conducting an ongoing review of this submittal with our consultants at.EG&G. While PSB hasn't gener ated any formal (,quest6 1yet, Beard gave Duke a sketch dated May 29, 1979 which demonstrated an unacepta6le circuit configuration. Duke was also given a copy of the draft criteria for thereview of an nvArridA rienit -

Duke responded that the Oconee isolation signals will be modified to-the.NRC position as part of the long-term fix on control pf purge valves. Duke stated that the valves cannot be opened if ESFAS signal in force.
L. Nichols, DOR staff, asked Duke to submit a report verifying that the 48" diameter valves can withstand the DBA closing forces.
Brookhaven National Labs, an NRC consultant, expressed concern that some valves maybe-installed backwards; Duke promised to investigate.r J. Kerrigan, Plant Systems Branch reviewer, stated we want Duke to bring purge valve system up to the requirements of Branch Technical Position CSB 6-4, Containment Purging During Normal Pldnt Operations.
Final Statements Reeves requested a commitment from Duke on minimum hours of purge per unit per year;.he asked for this in a'*d6cketed submittal.
He added that Duke should describe their current operational purge criteria and how occupational exposure to plant workers is minimized. Kerrigan stated that Duke shouldt address each item in-BTP 6-4.
Duke Power did not make any commitments at this meeting. They said they would await our guidance letter for our long term positions.
