SUMMARY
OF MEETING WITH DUKE POWER COMPANY ON SECURITY PLAN CHANGES THAT ARE APPLICABLE TO DUKE POWER COMPANY NUCLEAR SITES A meeting with representatives of Duke Power Company (DPC, the licensee) was held on February 7, 1997, to discuss DPC's security plan changes that are applicable to its three nuclear sites (McGuire, Catawba, and Oconee). Meeting attendees are included in Enclosure 1. A copy of the meeting agenda is included as Enclosure 2, and Enclosure 3 is a copy of the handout provided during the meeting.
DPC noted that the current security computer and access control system is in need of an upgrade. The system, which is outdated compared to today's standlrd, was installed in the 1970's. The access system is a one of a kind proprietary system and parts are no longer available for the system.
The upgraded system will include emergency planning cardreaders inside the protective area, cardreaders for vital area access, and biometric and cardreaders at the Personel Access Portal.
Some of the existing equipment will continue to be used such as closed circuit TV monitoring and microwave Jetection.
The targeted in-service dates for the three sites are November 1997, April 998, and July 1998, for Catawba, McGuire, and Oconee, respectively.
It was noted that by letter dated August 23, 1996, the licensee submitted a request for exemption (to allow the use of a hand geometry biometrics system to control unescorted access into the protected areas of the Oconee, McGuire and Catawba nuclear plants) in accordance with the provisions of 10 CFR 73.5.
The staff indicated that it was in a position to grant.the request for the exemption. However, the detail of the plans to be implemented were incorporated in Revision 5 to the DPC Security and Contingency Plan that was NBC F ECNECOPY 9703120434 970307 PDR ADOCK 05000269 F
