CLOSURE OF GREEN TICKET NO. 96770, OCONEE EMERGENCY ELECTRICAL DISTRIBUTION SYSTEM CONCERNS (TAC NO. M96761)

By Green Ticket No. 96770, dated October 11, 1996, NRR was requested to review a message generated by Mr. Paul Harman, former Senior Resident Inspector at the Oconee Nuclear Station. The message was dated November 9, 1996, and expressed the opinion that testing of the Oconee Emergency Electrical Distribution System should be conducted at this time since all three Oconee Units are shut down for repair of the Moisture Separator Reheater Systems.

In order to respond to the message, TAC NO. M96761 was generated.

However, the author has recently generated a Differing Professional View (DPV) in accordance with NRC Management Directive 10.159. Since the original message and the DPV are associated with the same issue, the response to Mr. Harman's concern will be generated using the DPV process.

Therefore, the Green Ticket has been cancelled and the TAC number is no longer needed and is hereby cancelled.
