CLINTON POWER STATION, UNIT NO. 1 AND QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2 -ACCEPTANCE OF REQUESTED LICENSING ACTION REGARDING CERTIFIED FUEL HANDLER TRAINING PROGRAM (CAC NOS. MF8138, MF8139, AND MF8140)
Dear Mr. Hanson:
By letters dated June 20, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML16172A137 and ML16172A151), the licensee submitted certifications of permanent cessation of power operations for Clinton Power Station, Unit No. 1 (Clinton), and Quad Cities Nuclear Power Station, Units 1 and 2 (Quad Cities), respectively. In these letters, Exelon Generation Company, LLC (Exelon or the licensee) provided notification to the U.S. Nuclear Regulatory Commission (NRC) of its intent to permanently cease power operation no later than June 1, 2017, for Clinton, and June 1, 2018, for Quad Cities. After certifications of permanent cessation of power operations and permanent removal of fuel from the reactor vessel for Clinton and Quad Cities are submitted in accordance with Title 1 O of the Code of Federal Regulations (10 CFR) 50.82(a)(1 )(i) and (ii), the 10 CFR Part 50 license will no longer authorize reactor operation or placement or retention of fuel in the reactor vessel. As a result, licensed reactor operators will no longer be required to support plant operating activities.
Instead, approval of a Certified Fuel Handler (CFH) Training and Retraining Program is needed to facilitate activities associated with decommissioning and irradiated fuel handling and management.
By letter dated July 18, 2016 (ADAMS Accession No. ML16200A236), Exelon submitted its CFH Training and Retraining Program for Clinton and Quad Cities to the NRC for approval.
In a letter dated January 29, 2016 (ADAMS Accession No. ML16029A387), Exelon submitted its CFH Training and Retraining Program for Oyster Creek Nuclear Generating Station (Oyster Creek). The NRC staff accepted the Oyster Creek submittal for review by letter dated February 8, 2016 (ADAMS Accession No. ML16036A169). By letter dated May 16, 2016 (ADAMS Accession No. ML16125A245), the NRC staff sent a request for additional information (RAI) regarding the Oyster Creek submittal. Exelon responded to the Oyster Creek RAI by letter dated June 8, 2016 (ADAMS Accession No. ML16160A161). In addition to the submittal for Clinton and Quad Cities, the letter dated July 18, 2016, supplements the Oyster Creek submittal dated January 29, 2016, as supplemented June 8 and June 14, 2016 (ADAMS Accession No. ML16166A374).
The licensee requested NRG approval of the Clinton and Quad Cities CFH Training and Retraining Program by April 4, 2017, to ensure that the monitoring, handling, storage and cooling of irradiated fuel is performed in a safe manner. As defined in 1 O CFR 50.2, the CFH is a non-licensed operator who is qualified in accordance with a fuel handler training program approved by the NRG. Non-licensed personnel are trained in accordance with 1 O CFR 50.120, "Training and qualification of nuclear power plant personnel."
The purpose of this letter is to provide the results of the NRG staff's acceptance review of this licensing action request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRG staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRG staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRG staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed licensing action in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRG staff's ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRG staff's detailed technical review by separate correspondence.
The NRG staff estimates to complete this licensing action no later than December 30, 2016, with an intermediate RAI milestone of October 28, 2016, and an estimate of approximately 120 man-hours per site.
