We appreciate your questions and the opportunity to respond. We also appreciate that you provided a copy of the document (ML12054A730) and specific reference (page 6, Item 4) to the issue that led to your concern. Specifically, Item 4 documents a question raised by NRC technical staff, in 2011, which reviewed a NextEra-Seabrook evaluation (AR1644074) of a Seabrook Calculation (CE-4). At that time, the staff member interpreted from the reviewed documents that for one element (255), stress in the hoop reinforcement was 61.493 ksi and beyond yield.
Please recognize that the provided document (ML12054A730) was a draft that was never finalized; therefore, time will be required to research and respond to your question. NRC Region I staff will coordinate with staff in the NRCs Office of Nuclear Reactor Regulation (NRR) and we will respond when we are able and likely within 30 - 60 days. In addition to responding to you directly, I plan to file our response to you in ADAMS and make it publically available.
