SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1 - NOTICE OF CONSIDERATION OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE, PROPOSED NO SIGNIFICANT HAZARDS CONSIDERATION DETERMINATION, AND OPPORTUNITY FOR A HEARING AND ORDER IMPOSING PROCEDURES FOR DOCUMENT ACCESS TO SENSITIVE UNCLASSIFIED NON-SAFEGUARDS INFORMATION (CAC NO. MF6583)
Dear Mr. Waldrep:
The U.S. Nuclear Regulatory Commission (NRC) has forwarded the enclosed "Notice of Consideration of Issuance of Amendment to Facility Operating License, Proposed No Significant Hazards Consideration Determination, and Opportunity for a Hearing and Order Imposing Procedures for Document Access to Sensitive Unclassified Non-Safeguards Information to the Office of the Federal Register for publication.
This notice relates to your application dated August 18, 2015, in which you request to revise the Shearon Harris Nuclear Power Plant, Unit 1 Technical Specifications (TSs) by relocating specific surveillance frequencies to a licensee-controlled program with the implementation of Nuclear Energy Institute (NEI) 04-10, "Risk-Informed Technical Specifications Initiative Sb, Risk-Informed Method for Control of Surveillance Frequencies." Additionally, the change would add a new program, the Surveillance Frequency Control Program, to TS Section 6, "Administrative Controls." The changes are consistent with the NRC-approved Technical Specification Task Force (TSTF) Improved Standard Technical Specifications Change Traveler (TSTF)-425, Revision 3, "Relocate Surveillance Frequencies to Licensee Control - RITSTF
[Risk-Informed Technical Specification Task Force] Initiative Sb."
