REQUEST FOR APPROVAL FOR USE BY DUKE POWER COMPANY OF TACO3 AND THE FUEL ROD GAS PRESSURE CRITERION (FRGPC) FOR THE OCONEE, MCGUIRE AND CATAWBA NUCLEAR STATIONS (TAC NOS. M89548,M89549)

By your letter of May 4, 1994, you requested approval for use by Duke Power Company (DPC) of the TACO3 computer code and the Fuel Rod Gas Pressure Criterion (FRGPC), both of which are NRC-approved Babcock and Wilcox methodologies. Since the NRC staff intends to audit DPC's application of these methods, please inform the staff when the supporting documentation, that prescribes how these methodologies would be applied, becomes available. At that time, we will provide a more detailed schedule of our audit plans.

One area of importance to the staff, which will be investigated during the audit, is assurance that DPC's use of the Babcock and Wilcox Fuel Company methods is consistent with the code qualification and approved application of the methodology. Therefore, comparative calculations should be readily available during the audit to demonstrate that the results have not been unacceptably impacted by the "minor deviations relative to the approved methodologies to represent Duke's core design methodology" as mentioned in your letter.
