OF COMMITMENT CHANGES Pursuant to 10 CFR 50.59(d)(2) and 10 CFR 72.48(d)(2), enclosed is a summary report for the Facility Changes, Tests and Experiments evaluated in accordance with 10 CFR 50.59(c)(2) and 10 CFR 72.48(c)(2) and implemented at the Kewaunee Power Station (KPS) during the last reporting period.

The enclosed summary encompasses all changes evaluated and implemented since our prior submittal dated May 29, 2014 (Reference 1).

A commitment change evaluation summary for those commitment changes that occurred during the last reporting period is also enclosed.

Description:

The purpose of Order EA-02-026 was to improve the capabilities of commercial nuclear reactor facilities

Scope:

Rescind the commitments associated with implementation of Phase 2 and Phase 3 mitigation strategies associated with Section 8.5.b. of the Order for the containment, reactor coolant system and reactor core at KPS due to the permanent cessation of operations and permanent removal of fuel from the reactor.

B~sis for Change:

The commitments applicable to the mitigating strategies for the containment, reactor coolant system, and reactor core no longer apply because by Letter Serial No.13-107 dated February 25, 2013, pursuant to 10 CFR 50.822(a)(1)(i), and by Letter.Serial No.13-293 dated May 14, 2013, pursuant to 10 CFR 50.82(a)(1 )(ii), Dominion Energy Kewaunee, Inc. (DEK) certified that it had decided to permanently cease power operation of Kewaunee Power Station (KPS) on May 7, 2013 and that as of May 14, 2013 all fuel had been permanently removed from the KPS reactor vessel and placed in the KPS spent fuel pool.

Summary:

The actions implemented and committed to for providing mitigating strategies to comply with section 8.5.b. of Order EA-02-026 for the containment, reactor coolant system, and reactor core are no longer required for KPS due to the permanent cessation of operations and permanent removal of fuel from the reactor.

Description:

The purpose of Order EA-02-026 was to improve the capabilities of commercial nuclear reactor facilities to respond to terrorist threats.

Scope:

Rescind the commitments associated with establishing designated staging areas for firefighting response equipment and materials for an Advanced Interior and Exterior Fire Brigade.

Basis for Change:

By Letter Serial No.13-107 dated February 25, 2013, pursuant to 10 CFR 50.822(a)(1)(i), and by Letter Serial No.13-293 dated May 14, 2013, pursuant to 10 CFR 50.82(a)(1)(ii), Dominion Energy Kewaunee, Inc. (DEK) certified that it had decided to permanently cease power operation of Kewaunee Power Station (KPS) on May 7, 2013 and that as of May 14, 2013 all fuel had been permanently removed from the KPS reactor vessel and placed in the KPS spent fuel pool. In the permanently defueled condition, the primary fire protection concern is protecting the integrity of the spent fuel and preventing or minimizing the release of radioactive materials. KPS performed an analysis to show fire protection requirements could be met with an Incipient Fire Brigade and offsite response.

As discussed in Fire Protection Engineering Evaluation (FPEE), FPEE-072, Incipient Fire Brigade for Decommissioning, the Kewaunee Fire Department (KFD) was selected as Kewaunee Power Station's (KPS) designated offsite responders while KPS maintains an Incipient Fire Brigade. The KPS staff has provided the KFD staff with the information needed to fight fires at KPS. This includes site visits, training drills, use of Pre Fire Plans (PFP's), and familiarization with KPS firefighting equipment.

Serial No.16-203 Page 4 of 4 Additionally, the FPEE supports the credited Mitigating Strategies discussed in meeting License Condition 2.C.(10), which asserts that a pre-defined, coordinated fire response continues to be met in the event a large scale fire were to take place at KPS.

Summary:

With the implementation of an Incipient Fire Brigade at KPS, designated staging areas for firefighting response equipment and materials are no longer required as they were for an Advanced Interior and Exterior Fire Brigade.
