NRC INSPECTION REPORT NOS. 50-269/94-31, 50-270/94-31,
50-287/94-31
Dear Mr. Hampton:
In our letter of July 12, 1995, we stated that we were reviewing your denial of
Violation 3 of 50-269, 50-270, 50-287/94-31. Due to an administrative oversight, we
did not provide you with the results of that review and did not complete our review
until the service water followup inspection at your Oconee facility August 26-30, 1996.
Your response denied Violation 3 on the basis that certain valves are not required in
the ASME Section XI (IST) program but are in an Appendix B program that NRC
.
approved.
We have completed our review of your position and, as discussed in the enclosure,
concur that valves, in lieu of being included in an IST program, may be included in
the Oconee Appendix B program if the valves are not required to achieve a safe
shutdown condition of hot standby or hot shutdown, but only required to achieve cold
shutdown following a design basis accident. However, our review identified one
valve, LPSW-53 that was not included in the IST program or Appendix B program,
but according to the resolution of your corrective action program, was required to be
included in the IST program because it could be required to perform a safety function
of mitigating an accident. Therefore, one example of the violation was valid as
written.
The corrective actions for this violation were reviewed and found to be acceptable
during NRC inspection 50-269, 50-270, 50-287/96-13. Therefore, no supplemental
response to this item is required.
