OCONEE UNITS 1, 2 AND 3 -
HIGH PRESSURE INJECTION AND REACTOR BUILDING SPRAY PUMP MOTORS OVERCURRENT RELAYS (TAC NOS. 73399/73400/73401)
As part of our routine review of selected licensee events, the NRC staff has been reviewing possible effects on the high pressure injection (HPI) pump motors as a result of raising overcurrent relay settings. The relay settings had been raised to preclude potential motor trips during low voltage conditions during a LOCA/LOOP scenario and was reported to the NRC by Licensee Event Report (LER) 269/87-05. In addition, DPC recently reported, in LER 270/89-06, that the overcurrent relay setting for a reactor building spray (RBS) pump motor was raised under similiar circumstances.
In order to complete our review of these events, DPC is requested to provide us with the following for both the HPI and RBS pump motors:
(1) Motor manufacturer's certifications that these motors will start and accelerate to rated speed at the predicted worst case voltage conditions (three-unit LOOP) with no adverse effect upon the motors' performance and/or life.
or (2) Actual low voltage starting test data for the motors which demonstrate that the pump motors will start and accelerate to rated speed at the worst case predicted voltage conditions (three-unit LOOP) with no adverse effect upon the motors' performance and/or life.
This issue, relating to the HPI pump motors, had been previously discussed with members of your staff during a meeting held at the Oconee Nuclear Station on July 19 through 21, 1989.
