SAFETY AND PERFORMANCE IMPROVEMENT PROGRAM PROGRAMMATIC AUDIT AT OCONEE NUCLEAR STATION - UNITS 1, 2, & 3 As you are aware, the NRC staff has determined that a series of audits is necessary to verify the proper implementation of the Babcock & Wilcox Owners Group (BWOG) safety and performance improvement program (SPIP) recommendations at each B&W designed facility. This audit series consists of a SPIP programmatic audit, a SPIP recommendation implementation audit, and a followup audit, if necessary. The programmatic audit for Oconee Nuclear Station, Units 1, 2, and 3 is planned for the week of March 27, 1989.
The following information concerning the audit is provided to facilitate your preparation in support of the audit:
The purpose of the audit is to evaluate the adequacy of your program to implement the BWOG SPIP recommendations. Major areas to be evaluated are:
o Management Commitment and Involvement - assess the degree to which corporate and plant management is committed to and involved in the SPIP process (i.e., assess the,degree of effort assigned to establishing, implementing, and controlling the SPIP program).
o Review Team Commitment and Involvement - assess the degree to which the recommendation review team is committed to and involved in the SPIP process (i.e., assess the degree of effort assigned to review the recommendation basis, safety implications, system interactions, design.modifications and/or procedure changes, implementation scheduling, and the control of technical support team interfaces).
Included in this area will be an evaluation of your applicability and implementation reviews for about 30 to 40 recommendations.
o Work Group Commitment and Involvement - assess the degree to which specific plant work groups dre committed to and involved in the SPIP process (i.e., assess the degree of effort assigned to modifica tion installation procedures, quality assurance and quality control, test and acceptance criteria, maintenance plan development, and interfacing with review teams and management).

March 3, 1989 This area may or may not be covered depending upon the number of recommendations that involve a plant modification for which you have ccmpleted the design work and/or the installation.
We request that you make a one-hour presentation, at the start of the audit, to familiarize the audit team with your program and organization, including information relative to the major areas to be evaluated, as noted above.
Also, we request that knowledgeable personnel be made available to assist the team in gathering information and answering questions.
It is anticipated that the audit will commence with an entrance meeting at 9:00 a.m., March 27, and conclude with an exit meeting at 1:00 p.m.,
March 31, 1989. We plan to begin and to conduct most of the audit at your corporate office in Charlotte, North Carolina, however, a portion of the audit will be conducted at the Oconee site in Seneca, South Carolina, as needed.
