GENERIC LETTER 88-03, "STEAM BINDING OF AUXILIARY FEEDWATER PUMPS (TAC NOS. 67252, 67253, and 67254)
Re: Oconee Nuclear Station, Units 1, 2, and 3 On February 17, 1988, Generic Letter 88-03 was issued and requested all licensees of operating PWRs and holders of construction permits for PWRs to confirm that appropriate procedures are in place, and will be maintained, to minimize the occurrence of steam binding of the auxiliary feedwater (AFW) pumps. The procedures require monitoring fluid conditions within the AFW system each shift during times when the system is required to be operable, and recognizing steam binding and restoring the AFW system to operable status should steam binding occur.
Your response, dated May 25, 1988, confirmed that you have in place, and will maintain, the necessary procedures to monitor once per 12 hour1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> shift fluid conditions within the EFW system. However, you find that specific procedures addressing steam binding of EFW pumps are redundant and unnecessary because you have other administrative guidelines. We disagree that specific procedures addressing steam binding of EFW pumps are redundant and unnecessary. We accept as adequate, however, your description of the course of action your staff would take under the Limiting Conditions of Operation that would govern a perceived steam binding condition. Therefore, based on this connection to the Technical Specifications, we accept your response to Generic Letter 88-03 as satisfactory. No further action is necessary.
