LEE STEAM STATION (TACS 69870/69871/69872)

Re:

Oconee Nuclear Station - Units 1, 2, and 3 We have reviewed your November 7, 1988 letter discussing the problem of Lee Steam Station (Lee) supporting suddenly applied emergency loads during certain circumstances involving the unavailability of the Keowee Hydroelectric generators.

We understand through discussions with your staff that you will be proposing an amendment to the technical specifications to address the continued operation of two Oconee units should the Keowee Hydro Station become inoperable and Lee is relied upon as the backup source of emergency power. You are currently anticipating to implement modifications to correct the identified problem for all Oconee units by February 1, 1989. In the interim, while your proposed amendment would be undergoing review, you confirmed that you will adhere to the provisions of your current technical specifications rather than the actions stated in your November 7, 1988 letter.
