Emergency Response Capability - Conformance to Regulatory Guide 1.97, Revision 2 Re:

Oconee Nuclear Station, Units 1, 2, and 3 We have reviewed your submittals on conforming to Regulatory Guide 1.97, Revision 2. Our consultant, EG&G Idaho, Inc. has written the enclosed Technical Evaluation Report. Our safety evaluation is based on our re view of EG&G's TER, EGG-TA-6959. We find the instrumentation provided by Duke Power Company for meeting the recommendations of Regulatory Guide 1.97, Revision 2, acceptable except for the variables of: 1) accumulator tank level and pressure, 2) pressurizer level, 3) pressurizer heater status, and 4) safety relief valve position or main steam flow.

We request that you submit an implementation schedule within 60 days of receipt of this letter.
