Dear Mr. Tucker:
As you know, the U.S. Nuclear Regulatory Commission (NRC) resolution of Unresolved Safety Issue A-49, "Pressurized Thermal Shock," is nearing completion. The resolution reflects strong technical efforts by both industry and the NRC. I particularly want to thank the Duke Power Company for participating in the NRC-sponsored three-plant study on Pressurized Thermal Shock (PTS), led by our consultant, Oak Ridge National Laboratory.
The Duke Power Company contributed Oconee Unit 1 design data and operating procedures, helped the study team understand how the plant operates, and helped the NRC review the accuracy of plant models used in the study. This detailed, plant-specific study has helped the Commission staff to confirm the technical bases for the proposed PTS rule, which was developed in 1982 to 1983, largely from generic analysis.
The quality of this study could not have been achieved without the participation of the three utilities involved. I want to thank you for your participation which, I believe, helped both the industry and the public.
