PROGRAMMED ENHANCEMENTS FOR GENERIC LETTER 88-17, "LOSS OF DECAY HEAT REMOVAL" (TAC NOS. 69758, 69759, AND 69760)

The NRC staff has completed its review of all licensee responses regarding programmed enhancements as defined in Generic Letter (GL) 88-17, "Loss of Decay Heat Removal."

The NRC staff review was based on a sampling of about one-third of all responses. Since the sample did not result in significant comments, the remainder of the responses will not be reviewed by NRR. NRC review of this phase.of GL 88-17 will be accomplished as an inspection under Temporary Instruction (TI) 2515/103 in the NRC Inspection Manual. The inspection will take place after you have made sufficient progress for NRC to make a full assessment of your programmed enhancements. This letter constitutes the NRR report stated in paragraph 05.01 as a prerequisite to the inspection under TI 2515/103.

In a letter dated February 2, 1989, you responded to the six programmed enhancements identified in GL 88-17. Additional implementation information was provided in Revision 1 to the Oconee Selected Licensee Commitments Manual, forwarded to the NRC in a letter dated February 22, 1991.

You are requested to inform the NRC in writing of any significant changes in the estimated completion schedule identified in these submittals. You are also requested to inform the NRC in writing when the action has actually been implemented and the modifications are determined to be operational.

This request is covered by Office of Management and Budget Clearance Number 3150-0011, which expired June 30, 1991. (A request for extension of our OMB clearance has been submitted and is expected to be granted. This information will be furnished to you as soon as it becomes available.) The estimated average burden-hours is 4 person-hours per owner response, including searching data sources, gathering and analyzing the data, and preparing the letter. These estimated average burden-hours pertain only to the identified response-related matters and do not include the time for actual implementation of the requested action.
