OCONEE NUCLEAR STATION EMERGENCY ACTION LEVEL SCHEME CHANGES We have completed our review of the proposed changes to the Oconee Nuclear Station Emergency Action Level (EAL) Scheme transmitted to NRC by letter dated October 22, 1990.

These EAL changes resulted from your response to NRC concerns regarding Revision 90-01 to-the Oconee Emergency Plan, dated March 1, 1990.

Our review indicates that the proposed changes are acceptable. In particular, the new EALs related to loss of AC and DC power, in conjunction with the already existing EALs in these areas, provide for a graded, anticipatory response and are consistent with the. safety significance and definition of the standard emergency classes provided in NUREG-0654. Therefore, based upon this

approval, please modify the appropriate pages of your Emergency Plan and Implementing Procedures to incorporate the new EALs.

We request that the corrected pages. be provided to us within 45 days of the date of this letter.

Resolution of these EAL issues and incorporation of the new EALs into the Emergency. Plan and Implementing Procedures will close all outstanding, actions related to the review of Oconee Emergency Plan Revisions 89-01, 89-02, and 90-0 1.

Please be reminded that 10 CFR 50.54(q) requires that proposed changes that decrease the effectiveness of your Emergency Plan shall not be implemented without application to and approvalby the Commission. However, changes may be made without Commission approval if such changes do not decrease the effectiveness of the Plan8, and the Plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50.

If a change is made without approval, you should furnish copies in accordance with 10 CFR 50.54(q).

Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR 50, Appendix E, Section V.
