OCONEE NUCLEAR STATION EMERGENCY PLAN:

REVISION 90-3 We have completed our review of Revision 90-3 to your Oconee Nuclear.Station Emergency Plan dated July 2, 1990. Based on our review, we have concluded that with one exception as discussed below, the changes meet the planning standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50.

Our review indicates that a change was made to the General Emergency Action Level (EAL),

Loss of 2 of 3 Fission Product Barriers with a Potential for Loss of 3rd Barrier. The phrase "or Plant ccnditions require entry into inadequate core cooling section of the EOP" was deleted as an indicator for a loss of cladding barrier.

The deletion appears to decrease the effectiveness of the Plan.

The deletion was discussed with Mrs. Jennings of your staff. As a conclusion of the conversation, a commitment was made by Mrs. Jennings, to replace in Revision 90-4 the deleted phrase with "Five highest core thermocouples 700 degrees F.".

Temperature wise, this would make the Oconee EAL consistent with the other Duke plants. If your understanding of this commitment differs from the above,.please contact this office promptly.

Please note, the changes incorporated as Revision 90-I to the Oconee Emergency Plan have not received Commission approval.

The determination of adequacy for Revision 90-1 will be provided to you at a future date.

Please be reminded that 10 CFR.50.54(q) requires that proposed changes that decrease the effectiveness of your Emergency Plan shall not be implemented without application to and approval by the Commission. However, changes may be made without Commission approval. if such changes do not decrease the effectiveness of the Plan, and the Plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR 50.

If a change is made without approval, you should furnish copies in accordance with 10 CFR 50.54(q).

Also, any changes to the Emergency Plan Implementing Procedures should be make in accordance with the requirements of 10 CFR 50, Appendix E, Section V.
