SUBJECT: NOTICE OF VIOLATION
(NRC INSPECTION REPORT NOS. 50-269/92-17, 50-270/92-17 AND
50-287/92-17)
This refers to the inspections conducted by R. B. Shortridge of this office on
August 3-7, September 2-4 and September 8-9, 1992. The inspections included a
review of activities authorized for your Oconee facility. At the conclusion
of the inspections, the findings were discussed with those members of your
staff identified in the report.
Areas examined during the inspections are identified in the report. Within
these areas, the inspections consisted of selective examinations of procedures
and representative records, interviews with personnel, and observation of
activities in progress.
Based on the results of the inspection, certain of your activities appeared to
be in violation of NRC requirements as specified in the enclosed Notice of
Violation. The violations are of concern because they indicate an inattention
to detail by plant personnel related to radiological control zone posting,
labeling of radioactive material, and a failure of personnel to access a
Radiation Work Permit.
You are requested to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response. In your
response, you should document the specific actions taken and any additional
actions you plan to prevent recurrence. After reviewing your response to this
Notice, including your proposed corrective actions and the results of future
inspections, the NRC will determine whether further NRC enforcement action is
necessary to ensure compliance with NRC regulatory requirements.
In accordance with 10 CFR 2.790, a copy of this letter and its enclosures will
be placed in the NRC Public Document Room.

to the clearance procedures of the Office of Management and Budget as required
