ENCLOSURE 1 NOTICE OF VIOLATION Duke Power Company Docket No. 50-270 Oconee 2 License No. DPR-47 During an NRC inspection conducted on March 29 - April 25, 1992, violations of NRC requirements were identified. In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1992), the violations are listed below:
A.
Technical Specification 6.4.1 requires that the station be operated and maintained in accordance with approved procedures.
Operating Procedure OP/2/A/1 502/07, Refueling Procedure, requires that a nuclear instrumentation reliability test be performed after loading two fuel assemblies and obtaining a stable neutron count rate.
Contrary to the above, the station was not operated in accordance with OP/2/A/1 502/07 during the Unit 2 core reload in that four fuel assemblies were loaded prior to performing a nuclear instrumentation reliability check and the counting equipment installed to collect the data was incorrectly configured.
This is a Severity Level IV Violation (Supplement 1) and is applicable to Unit 2 only.
B.
Technical Specification 6.4.1 requires that the station be operated and maintained in accordance with approved procedures.
Station Directive 3.1.1, Tagging, requires that no work commence until the safety tags are placed and verified.
Contrary to the above, the station was not operated in accordance with Station Directive 3.1.1 in that safety tags associated with the 2A motor driven emergency feedwater pump, the 2B motor driven emergency feedwater pump, and the 2C high pressure injection pump breaker were not properly verified prior to commencing work activities.
This is a Severity Level IV Violation (Supplement 1) and is applicable to Unit 2 only.

Technical Specification 6.4.1 requires that the station be operated and maintained in accordance with approved procedures.
Station Directive 2.3.5, Control of Temporary Modifications, requires that the installation and removal of electrical jumpers not controlled by station procedures be controlled by the temporary modification process and that an engineering evaluation be performed prior to installation.
Contrary to the above, the station was not operated in accordance with Station Directive 2.3.5 in that an electrical jumper was installed on the Unit 2 reactor building radiation monitor RIA 49 interlock to valve 2LWD-2 without initiating a temporary modification package or performing an engineering evaluation prior to installation.
This is a Severity Level IV Violation (Supplement I) and is applicable to Unit 2 only.
Pursuant to the provisions of 10 CFR 2.201, Duke Power Company is hereby
. required to submit a written statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C. 20555 with a copy to the Regional Administrator, Region 11, a copy to the NRC Resident Inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a "Reply to a Notice of Violation" and should include for each violation: (1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved. If an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.
