Dear Mr. Parker:
Your letter of December 4, 1978 provided proposed implementation dates for the permanent modifications to the high pressure injection systems of the Oconee Nuclear Station - Units Nos. 1, 2 and 3. Our letter of December 13, 1978 found your modifications to be acceptable and provided our requirements for surveillance technical specifications and an NRC final review of the system.
We find your proposed schedule of completing the modification work for each unit during the first available outage with a scheduled duration of sufficient length that occurs after six months from December 13, 1978 to be acceptable. On a Unit by Unit basis we expect the modifications to be completed as follows:
Unit No. 1 - no later than during the Cycle 6 reload in Fall 1979.
Unit No. 2 - the NRC Exemption of December 15, 1978 is conditioned on the modification being performed during the first suitable outage six months after December 13, 1978.
Unit No. 3 - during the Spring 1979 refueling shutdown.
If our understanding of your commitment is incorrect, please advise promptly.
