SAFETY EVALUATION FOR TOPICAL REPORT DPC-NE-3003-P, "MASS AND

ENERGY RELEASE AND CONTAINMENT RESPONSE METHODOLOGY" (TAG NOS., M87258, M87259, AND M87260)

Dear Mr. Tuckman,

By letter dated August 11, 1993, Duke Power Company (DPC), submitted the subje'ct topical report for review. The report describes the DPC methodology for simulating the mas-and energy release from high energy line breaks and the resulting containment.response for the Oconee Nuclear Station.

Supplemental information in response to our requests for additional information was submi'tted in letters dated February 16, June 1, and June 30, 1994..

The NRC staff has completed its review of the topical report and the supplemental submittals. The staff concludes that the DPC-NE-3003-P basic methodology may be used by DPC to perform future reanalyses in support of licensing applications related to containment accident response. The staff's, Safety Evaluation (SE) is included as Enclosure 1. Proprietary information included in this SE was identified by your staff and documented by your letter dated February 23, 1995. The enclosure should be controlled and distribution limited to personnel with a "need to know."

The enclosure is considered exempt from Public Disclosure in accordance with Title 10, Code of Federal Regulations, Part 2.790. However, a copy of this letter, with a non proprietary version of the SE as an enclosure, will be placed in the NRC Public Document room. This completes NRC actions for TAC Nos. M87258, M87259, and M87260. If you have questions regarding this matter, contact me at (301) 415-1495.
