OCONEE NUCLEAR STATION, UNITS 1 AND 2 - SECOND TEN-YEAR INTERVAL INSERVICE INSPECTION REQUEST FOR RELIEF NO. 94-04 (TAC NOS. M91170 AND M91171)

Dear Mr. Hampton:

By letter dated June 6, 1994, you submitted Request for Relief No. 94-04 from certain ASME Code requirements that you determined to be impractical to perform at Oconee Nuclear Station, Units 1 and 2, during the second 10-year interval inservice inspection. Relief is requested from the requirements of IWD-2610 to perform a hydrostatic pressure test.once each inspection interval on the portion of the Low Pressure Service Water (LPSW) system shared by Units 1 and 2. Performance of the Code-required testing would require both Oconee Units 1 and 2 to be in Hot Shutdown conditions. As alternative testing, you proposed visual (VT-2) examinations of the LPSW system while at an elevated operating pressure.

The NRC staff has reviewed and evaluated your request and has concluded that compliance with the specified hydrostatic test requirements of Section XI would result in hardship and/or unusual difficulty without a compensating increase in the level of quality and safety. Pursuant to 10 CFR 50.55a (A)(3)(II), (a)(3)(ii), alternatives may be authorized as requested for Request for Relief 94-04. The staff has also concluded that your proposed alternative examination will provide reasonable assurance of the structural reliability of the LPSW system. The staff's evaluation and conclusions are contained in the enclosed Safety Evaluation. This relief is authorized by law and will not endanger life or property or the common defense and security, and is otherwise in the public interest, given due consideration to the burden that could result if the requirements were imposed on your facility.
