OCONEE NUCLEAR STATION, UNIT 1 - REQUEST FOR RELIEF NO. 94-08 (TAC NO. M90615)

Dear Mr. Hampton:

By letter dated September 6, 1994, you submitted Request for Relief No. 94-08 from the testing and examination requirements of the ASME Boiler and Pressure Vessel Code for the Standby Shutdown Facility (SSF) Fuel Oil System, and proposed alternative examinations. The ASME Code applicable to this system requires that pressure-retaining components receive a VT-2 visual examination during a system pressure test once during each period and during the hydrostatic test once each 10-year interval.

The alternative examinations proposed in the relief request provide that the Fuel Oil System components would be examined during normal system operations by operations personnel as part of their routine duties.

The NRC staff has reviewed your relief request and your proposed alternative examination of the SSF Fuel Oil System. Our evaluation is enclosed. We find that the proposed alternative tests provide an acceptable level of quality and safety in lieu of the required ASME Section XI tests and visual examinations.

Therefore, pursuant to 10 CFR 50.55a(a)(3)(i), your proposed alternative examination is authorized.
