WASHINGTON, D. C. 20555 0X SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 166 TO FACILITY OPERATING LICENSE NO. DPR-38 AMENDMENT NO. 166 TO FACILITY OPERATING LICENSE NO. DPR-47 AMENDMENT NO. 163 TO FACILITY OPERATING LICENSE NO. DPR-55 DUKE POWER COMPANY OCONEE NUCLEAR STATION, UNITS 1, 2, and 3 DOCKET NOS. 50-269, 50-270 AND 50-287 INTRODUCTION By letter dated August 11, 1987, Duke Power Company (the licensee) proposed changes to the Technical Specifications (TSs) of Facility Operating License Nos. DPR-38, DPR-47 and DPR-55 for the Oconee Nuclear Station, Units 1, 2, and 3. These amendments would consist of changes to the Station's common TSs to revise table 3.17-1 (Fire Hose Stations). These amendments would also: (1) change the location and valve numbers of a number of fire hose stations and, (2) correct typographical errors.
EVALUATION The licensee has proposed a modification to move five fire hose stations presently located within the Cable Spreading Rooms to stairwell locations outside the rooms. The purpose of the modification is to make the fire hose station accessible for fire fighting activities in these.rooms. This modi fication will also allow the licensee to credit the related fire hose stations with providing fire fighting capabilities to other plant areas. The licensee has requested a revision to Table 3.17-1 of the TSs to include the new location of the five fire hose stations and delete six fire hose stations no longer re quired to meet NRC guidelines. In addition, the amendments would include revisions to Table 3.17-1 to correct typographical errors.
The proposed modification of fire hose stations will enhance fire fighting capabilities in the Cable Spreading Rooms and meets the intent of the guidance provided in National Fire Protection Association (NFPA) Std. 14, Standpipe and Hose Systems, for the location of fire hose connections. The deletion of the six fire hose stations from TSs is acceptable because all plant areas previously.
protected by these fire hose stations will still be within 100 feet of a fire hose station required by the TSs. The correction of typographical errors is necessary to make the TSs accurate. After reviewing these proposed TS changes, the staff has determined they are acceptable.

0 In addition to the revisions proposed by the licensee, the staff has made the following revisions or observations to maintain consistency between the NRC and the licensee's copies of the TSs with respect to TS page 3-17-8:
- 1. The licensee failed to propose the heading "Sprinkler Systems." We added it back again.
- 2. Although the licensee has proposed revisions to the text for location No. AX-45, our TSs already show it as you have proposed. Therefore, no revisions are necessary.
- 3. Location No. 3-M-43 has been approved for page 3-17-8. We note that the same location No. 3-M-43 appears on page 3.17-9. The licensee should resolve whether the same identification number is used for two different TS designations.
ENVIRONMENTAL CONSIDERATION These amendments involve a change in the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20. We have determined that the amendments involve no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite, and that there is.no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that these amendments involve no significant hazards consideration, and there has been no public comment on such finding. Accordingly, these amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of these amendments.
CONCLUSION The Commission made a proposed determination that the amendments involve no significant hazards consideration which was published in the Federal Register (53 FR 11370) on April 6, 1988, and consulted with the state oSouthCarolina.
No public comments were received, and the state of South Carolina did not have any comments.
We have concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of these amendments will not be inimical to the common defense and security or to the health and safety of the public.
