Gray,File This letter is in response to your letter of March 20, 1979 requesting our prompt-advice in regard to the time interval required by the Oconee Nuclear Statioh Technical Specification 6.6.2.1 relating to submittal of written repbrts by DPC to NRC.
The specification reads, '".....,
within 30 days of discovery of the event."
Clearly the operative.word is within and.there is no state ment which explicitly permits a time extension beyond a weekend day or a legal holiday.
Therefore, you are required to submit needed reports within 30 calendar days.
You cited 10 CFR 2.710 as providing relief from the reporting require ments.
This rule deals only with the Commission's Rules of Practice, and 2.710 specifically relates only to procedures governing our serving of documents such as Orders, hearing notices or other Commission notices; it is.not related to reporting requirements of a licensee.
