SUBJECT:
FOLLOW-UP ACTIONS TO NRR DPV REVIEW PANEL ON THE.
IMPLEMENTATION OF BULLETIN 80-04 AT OCONEE By September 23, 1996, memorandum from the Director, NRR on the same subject, ADP was assigned to respond to the following recommendations by June 1997:
(4) Staff guidance and training be provided for the following process lessons learned:
Implementing modifications prior to submitting technical specification amendments is not an acceptable practice.
Appropriately documenting the basis for regulatory decisions and technical reviews.
Tom Altxion, PD IV-1 was assigned to these items. He drafted two proposed sections to be added to the PM handbook. These drafts were reviewed by the PM/PD advisory panel (their comments were incorporated), the ET members (no comments were received), and approved by the DRPE and DRPW Division Directors.
The final versions have been added to the PM handbook (see the attached note).
In addition, Tom briefed the PMs on these new sections in a PM workshop meeting on May 14, 1997. Accordingly, ADP's response to these two actions is complete.
