SUBJECT:

SUPPLEMENTAL SAFETY EVALUATION FOR STATION BLACKOUT (10 CFR 50.63) - OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 (TACS M68574/M68575/M68576)

The NRC staff's Safety Evaluation (SE) pertaining to Duke Power Company's response to the Station Blackout (SBO) rule, 10 CFR 50.63, was transmitted to you by letter dated March 10, 1992. The staff's SE found that your proposed method of coping with an SBO at the Oconee Nuclear Station did not conform with the SBO rule, and requested the submittal of a revised response addressing the areas of non-conformance.

You responded to our request by meeting with the NRC staff on June 4, 1992, and submitting a written response dated July 1, 1992. We have completed our review of your revised response and find it to be acceptable as discussed in the enclosed supplemental SE (SSE). However, you should ensure that the control room heat-up calculations do not result in non-conservative results for control room temperatures (Section 2.4 of the SSE).

You stated that the actions required to perform load stripping, the implementation of administrative controls for room temperatures, and the implementation of the evaluation of the Standby Shutdown Facility (SSF) and Keowee reliability/availability programs will be completed by January 1, 1993.

If you do not intend to implement these actions on this schedule, you should submit a response within 30 days of receipt of this SE in accordance with 10 CFR 50.63(c)(4).
