SAFETY EVALUATION FOR STATION BLACKOUT (10 CFR 50.63)

OCONEE NUCLEAR STATION, UNITS 1, 2, AND 3 (TACS M68574/

M68575/M68576)

Your letters dated April 17, 1989, and April 4, 1990, provide Duke Power Company's (DPC) responses to the Station Blackout Rule (SBO) for the Oconee Nuclear Station, Units 1, 2, and 3. The NRC staff also conducted an audit review of DPC's SBO supporting documentation during the week of August 5-9, 1991.

Your responses were reviewed by the NRC staff and its contractor, and that review is documented in the attached Safety Evaluation (SE) and supporting Technical Evaluation Report.

Based on our review of your response to 10 CFR 50.63, we find that the Oconee Nuclear Station design does not conform with the SBO rule, the guidance of Regulatory Guide 1.155, NUMARC 87-00, and NUMARC 87-00 Supplemental Questions/Answers and Major Assumptions (dated December 27, 1989).

The areas of non-conformance are identified in the SE.

It should be noted that the most significant area of concern is the disablement of the normal plant control rooms due to insufficient capacity of the station batteries to support SBO loads for 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />. The SE also provides recommendations and a request for additional information. You should review the areas of non-conformance, recommendations, and the request for additional information identified in the attached SE and submit a revised response within 60 days of receipt of this SE.

Technical Specifications (TS) for the SBO equipment are currently being considered generically by the NRC in the context of the TS Improvement Program. The issue remains open at this time. If the NRC staff determines that TS on SBO equipment are warranted, we will notify you of the associated implementation requirements.
