REQUEST FOR RELIEF FROM SECTION XI/ASME CODE REQUIREMENTS FOR OCONEE UNITS 1, 2 AND 3 (TACS 72933, 75182, 75859, 75538, 75539, 75540, 76106, 76107, 76108, 76978, 76979)

In letters dated March 31, October 13, December 5 and 8, 1989, and March 1 and May 31, 1990, you requested relief from certain Section XI ASME Code requirements for the Oconee Nuclear Station, Units 1, 2 and 3. These include requests for relief from hydrostatically testing the repair welds in the Emergency Feedwater System seal injection piping; reexamination to verify operability of flange stud holes for Reactor Coolant Pumps 3A2 and 3B1; hydrostatically testing the welds for the installation of valves AS-39 and MS-91 in the Auxiliary Steam and Main Steam Systems; examination of the Control Rod Drive Mechanism (CRDM) motor tube to nozzle pressure retaining bolting for reactor coolant leakage during each refueling outage; examination of CRDM flanges for failed bolting material; hydrostatically testing the repair welds in the Steam Drain System; and examination of the Integral Piping Attachment on the Feedwater System.

The staff has reviewed each of your requests and evaluations which were made in support of the requests. Enclosed is our Safety Evaluation. Based upon the Safety Evaluation, we conclude that the hydrostatic testing and examination requirements of Section XI of the ASME Code are either impractical or unnecessary to perform at Oconee Nuclear Station, Units 1, 2 and 3, and the alternate examinations specified in your submittals ensure an acceptable level of structural integrity of the subject components. The alternate methods of examination are acceptable as discussed in the Safety Evaluation and are imposed in lieu of the applicable Code requirements. Accordingly, relief from the hydrostatic testing and examination requirements for the above welds, flange stud holes, pressure retaining bolting, and integral piping attachments is granted as requested, pursuant to 10 CFR 50.55a(a)(3)i, 50.55a(a)(3)ii, and F'C&
