REQUEST FOR ADDITIONAL INFORMATION - TECHNICAL SPECIFICATIONS FOR THE SAFE SHUTDOWN FACILITY FOR OCONEE UNITS 1, 2 AND 3 (TACS NOS.

66390, 66391 AND 66392)

The NRC staff has reviewed your letter dated November 28, 1988, which was in response to our Request for Additional Information dated September 20, 1988, concerning your August 14, 1987, proposal to add Technical Specifications for the Oconee standby shutdown facility. In order to complete our review of your application, three areas remain which require clarification and possible modification.

The enclosure identifies these areas.

Please respond to this request for additional information within 21 days of the date of this letter.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.

REQUEST FOR ADDITIONAL INFORMATION PROPOSED TECHNICAL SPECIFICATION FOR STANDBY SHUTDOWN FACILITY (SSF)

OCONEE NUCLEAR STATION, UNITS 1, 2 AND 3 DOCKETS NOS. 50-269, 50-270, AND 50-287

1. Since the SSF would be required to achieve shutdown of the operating Oconee units and maintain them in hot standby in the event of a loss of normal plant systems, it would be prudent to assure that the SSF power system is not rade inoperable due to planned reasons coincident with the planned or unscheduled inoperability of the normal standby power sources, unless all three Oconee units are maintained at the appropriate conditions where the SSF is not required.

Therefore, Duke Power Company is requested to revise their proposal to include appropriate restrictions or provide a justification for not including such restrictions.

2. There is no apparent justification for including SSF systems other than the SSF power system in the 45-day combined special inoperability period.

Duke Power Company is requested to revise the proposed technical specifi cation to limit the applicability of its 45-day special inoperability period to the SSF power system. If other SSF systems are determined to require special inoperability periods, a specific specification should be proposed for each system with the appropriate justification.

3. Since the SSF is utilized in certain scenarios to maintain the units in hot standby, placing the unit(s) in hot standby where SSF systems could still be required to be functional, should not be considered a compensatory measure in itself. Therefore, Duke Power Company is requested to propose compensatory measures during the proposed hot standby period occurring between 7 and 14 days for each SSF system and during any proposed special inoperability periods, or provide justification for the lack of such measures. If compensatory measures are proposed, the details of these measures should be specified in the technical specification bases.
