NOTICF OF DEVIATION
(NRC
INSPECTION REPORT NOS. 50-269/88-35, 50-270/88-35 AND 50-287/
Thic refers to the NRC inspection conducted by the resident inspectors on
December 17,
1988 -
January 16,
1989.
The inspection included a review of
activities authorized for your Oconee facility.
At the conclusion of the
.
inspection,
the findings were discussed with those members of your staff
identified in the enclosed inspection report.
Areas examined during the inspection are identified in the report.
Within
these areas, .the inspection consisted of selective examinations of procedures
and representative records,
interviews with personnel,
and observation of
activities in progress.
The inspection findircs indicate that certain activities appeared -to violate
NRC requirements. The violation described in the enclosed Inspection Report is
under consideration for escalated enforcement action.
Accordingly, no Notice
of Violation is being issued at this time. However, please be advised that the
number and characterization of violations described in the enclosed Inspection
Report may change as a result of further NRC review. An Enforcement Conference
to discuss this violation has been scheduled for Feburary 10, 1989.
You will
be advised by separate correspondence of the results of our deliberations on
this matter.
Other activities appeared to deviate from a commitment to the NRC. The deviation
with pertinent references and elements to be included in your response is
described in the enclosed Notice.
In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,
Title 10, Code of Federal Regulations., a copy of this letter and its enclosures
will be placed in the NRC Public Document Room.
The responses directed by this letter and its enclosures are not subject to the
clearance procedures of the Office of Management and Budget as required by the
Paperwork Reduction Act of 1980, PL 96-511.
