NRC INSPECTION REPORT NOS. 50-269/88-31, 50-270/88-31 AND
50-287/88-31
Thank you for your response of November 23,
1988, to our Notice of Violation
issued on October 24,
1988, concerning activities conducted at your Oconee
facility.
We have evaluated your response and found that it meets the
requirements of 10 CFR 2.201.
After careful consideration of your response, we have concluded that the
violation occurred as stated in the Notice of Violation.
No additional
information was
provided that was not considered in determining the
significance of the violation. The fact remains that your procedures were not
adequate to ensure that proper evaluations were made prior to the release of
radioactive material.
Your response stated that Procedure HP/O/B/1000/57 was modified to include the
specific task of sampling main condenser off gas.
It also stated that the
system is now vented back into the sampler header, and the task is performed in
a consistent manner. This action should correct the problem, therefore, it
will not be necessary for you to submit to this office further corrective
actions regarding the violation.
We will evaluate the implementation of your corrective actions during future
inspections.
