Proposed Change License Amendment Request (10 CFR 50.90) to revise the Technical Specification (TS) Bases for the following shared systems:

Nuclear Service Water System (NSWS)

Control Room Area Ventilation System (CRAVS)

Control Room Area Chilled Water System (CRACWS)

Auxiliary Building Filtered Ventilation Exhaust System (ABFVES)

Add descriptions for crediting an emergency diesel generator on a unit in MODE 5 or 6 (i.e.,

shutdown unit) as the emergency power source for operability of the NSWS, CRAVS, CRACWS, ABFVES shared components aligned to the opposite unit in MODE 1, 2, 3 or 4 (i.e.,

online unit) 4

Reason for Request

Current Engineered Safety Features (ESF) testing alignment for shared systems One shared train is aligned to a shutdown unit and is declared INOPERALBE TS Bases at Catawba specify a normal and emergency power source is needed for operability Clarifying the TS Bases will avoid unnecessarily declaring the shared components INOPERABLE The emergency diesel generator on the shutdown unit meets TS 3.8.1 requirements and is available to supply MODE 1-4 shared components The proposed change is also desired to eliminate the higher risk associated with TS LCO 3.0.3 type situations and also potential Notice of Enforcement Discretion (NOED) requests 5

License Amendment Request - Technical Content Statement proposed for insertion into the NSWS, CRAVS, CRACWS and ABFVES TS Bases:

"Crediting an emergency diesel generator associated with a unit in MODE 5 or 6 as the emergency power source for OPERABILITY of the [NSWS] [CRAVS] [CRACWS] [ABFVES]

shared components that are aligned to the other unit that is in MODES 1, 2, 3 or 4, is acceptable, provided the following conditions are met:

The credited emergency diesel generator associated with the unit in MODE 5 or 6 meets applicable TS 3.8.1 LCO and SR requirements, and The credited emergency diesel generator associated with the unit in MODE 5 or 6 meets TS 3.8.3 LCO and SR requirements, and Shared 600v Motor Control Centers meet TS 3.8.9 LCO and SR requirements, and The credited emergency diesel generator associated with the unit in MODE 5 or 6 meets the requirements of the TS 1.1 definition of OPERABLE/OPERABILITY."

Schedule Submittal of License Amendment Request pursuant to 10 CFR 50.90 by May 31, 2016 Requesting approval of the proposed change to the TS Bases prior to implementation Requesting Staff approval of the application within one year of the date of submittal 8
