The enclosure provides information regarding the staffs closure of Action Nos.

Action Status 1a.

Develop a Regulatory Issue Summary (RIS) to inform licensees of a potentially misleading statement in Nuclear Energy Institute (NEI) document NEI 96-07, Rev.1 RIS withdrawn. Regulatory Guide (RG) 1.187 update (Action 1c.) will reflect this information.

1b.

Staff will develop a second RIS to highlight important aspects of the Title 10 of the Code of Federal Regulations (10 CFR) 50.59 guidance related to shortcomings identified in the 10 CFR 50.59 screening and evaluation process for the replacement steam generators at San Onofre.

RIS 2016-03, 10 CFR 50.59 Issues Identified in NRCs San Onofre Steam Generator Tube Degradation Lessons Learned Report (Agencywide Documents Access Management Systems Accession No. ML15196A575), was issued on April 13, 2016, to highlight issues involving 10 CFR 50.59, Changes, tests, and experiments, and 10 CFR Part 50, Appendix B, Criterion III, Design Control, related to the process of identifying which changes, tests, or experiments are subject to an evaluation against the 10 CFR 50.59 criteria. These issues were identified with respect to the replacement steam generators at San Onofre Nuclear Generating Station.

Conduct workshops and develop formal training for NRC regional and headquarters employees to enhance understanding of 10 CFR 50.59 process.

10 CFR 50.59 Refresher Training (Course ID_254144) developed and deployed through iLearn.

Nuclear Reactor Regulation/Division of Policy and Rulemaking staff completed regional training during the following periods:

  • RI - COMPLETED on 5/11/15.
  • RII - COMPLETED on 12/2/15
  • RIII-COMPLETED on 12/10/15.
  • RIV - CREDITED for daylong 10 CFR 50.59 training held in December 2013 in RIV.
