FINAL SAFETY EVALUATION OF TECHNICAL SPECIFICATIONS TASK FORCE TRAVELER TSTF-529, REVISION 4, CLARIFY USE AND APPLICATION RULES, USING THE CONSOLIDATED LINE ITEM IMPROVEMENT PROCESS (TAC NOS. MF1406 AND MF1407)

Dear Members of the Technical Specifications Task Force:

By letter dated September 14, 2015 (Agencywide Documents Access and Management System Accession No. ML15259A337), the Technical Specifications Task Force submitted Traveler TSTF-529, Revision 3, Clarify Use and Application Rules, for U.S. Nuclear Regulatory Commission (NRC) for review and approval.

By letter dated January 29, 2016 (ADAMS Package Accession No. ML15345A444), an NRC draft safety evaluation (SE) of the Traveler TSTF-529 was provided for your review and comments. By letter dated February 29, 2016 (ADAMS Accession No. ML16062A271), you commented on the draft SE and submitted Revision 4 of TSTF-529. The NRC staffs final SE is enclosed with this letter.

The Traveler, TSTF-529, Revision 4, is applicable to all reactor designs and is part of the consolidated line item improvement process (CLIIP). The proposed change revises the Standard TS (STS), NUREG-1430, Standard Technical Specifications Babcock and Wilcox Plants, NUREG-1431, Standard Technical Specifications Westinghouse Plants, NUREG-1432, Standard Technical Specifications Combustion Engineering Plants, NUREG-1433, Standard Technical Specifications General Electric Plants BWR/4, and NUREG-1434, Standard Technical Specifications General Electric Plants, BWR/6 (ADAMS Accession Nos.

ML12100A177, ML12100A222, ML12102A165, ML12104A192, and ML12104A195, respectively.)

The enclosed final SE applies only to material provided in the subject Traveler. We do not intend to repeat our review of the acceptable material described in the Traveler. When a licensee submits a license amendment request (LAR) to adopt this TS change, our review will ensure that the material presented applies to the specific plant involved. Licensees are responsible for reviewing the NRC staffs SE and the applicable technical justifications, providing any necessary plant-specific information, and assessing the completeness and accuracy of their LAR. The NRC will process each LAR to adopt this Traveler according to applicable NRC rules and procedures.

The Traveler TSTF-529, Revision 4, does not prevent licensees from requesting an alternate approach or proposing changes other than those in TSTF-529, Revision 4. However, significant changes from the approach recommended or the inclusion of additional changes in the LAR will require additional NRC staff review, remove the LAR from the CLIIP, increase the time and resources needed for the review, and/or result in NRC staff rejection of the LAR. Licensees

TSTF desiring significant or additional changes should instead submit an LAR that does not claim to adopt TSTF-529, Revision 4.
