Arden, By letter dated October 25, 2010 (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML103010256), South Texas Project (STP) Nuclear Operating Company (STPNOC), submitted a License Renewal Application (LRA) pursuant to Title 10 of the Code of Federal Regulations (CFR) Part 54 for review by the U.S. Nuclear Regulatory Commission (NRC or the staff), to renew operating licenses NPF-76 and NPF-80 for South Texas Project, Units 1 and 2, for an additional 20 years. In addition, by letters dated October 28, 2013 (ADAMS Accession No. ML13310A311), October 22, 2014 (ADAMS Accession No. ML14308A073), and October 22, 2015 (ADAMS Accession No. ML15313A175) and in accordance with 10 CFR 54.21(b), STPNOC submitted the annual amendments to the LRA that identifies any change to the current licensing basis (CLB) that materially affects the contents of the LRA, including the Updated Final Safety Analysis Report supplement.

The NRC staffs Aging Management of Structures, Electrical, and Plant Systems Branch (RASB) in the Division of License Renewal (DLR) is in the process of reviewing the annual updates and the interim staff guidance issued in recent years. Based on our review, the NRC staff has identified the attached draft request for additional information (RAI).

Draft RAIs were transmitted via e-mail on February 24, 2016, and no clarification call was needed or held.

Arden Aldridge of STPNOC agreed to provide the RAI response within 15 days from the date of this e-mail.

Request for Additional Information (RAI) B2.1.8-2: LR-ISG-2011-02 Applicability: STP

Background

The staff issued License Renewal Interim Staff Guidance 2011-02 (LR-ISG-2011-02),

Aging Management Program for Steam Generators. LR-ISG-2011-02 indicates that Revision 3 of NEI 97-06 updates Revision 2 of the NEI guidance and is suitable to manage aging effects of steam generators. LR-ISG-2011-02 also provides a correct reference to the steam generator integrity assessment guidelines for GALL Report, Revision 2. The correct reference is EPRI 1019038, Steam Generator Integrity Assessment Guidelines, Revision 3, November 2009.

Issue The applicant submitted its annual updates to the LRA by letters dated October 28, 2013; October 22, 2014; and October 22, 2015. The staff noted that these annual updates do not address whether applicant incorporated the guidance of LR-ISG-2011-02 into its Steam Generator Tube Integrity Program.

Request Clarify whether the applicant incorporated the guidance of LR-ISG-2011-02 into its Steam Generator Tube Integrity Program. As part of the response, confirm whether the applicants program is consistent with the guidance in NEI-97-06, Revision 3 and EPRI 1019038. If not, provide justification.
