Dear Mr. Halpin:
By three letters dated September 20, 2010 (ADAMS Accession Nos.
ML102700173, ML103700174, and ML102700175,respectively), STP Nuclear Operating Company(the licensee FOR South Texas Project, Units 1 and 2) requested the U.S. Nuclear Regulatory Commission (NRC) staff for approval of relief requests RR-ENG-3-02, RR-ENG-3-01, and RR-ENG-3-03.
The relief requests seek relief from American Society of Mechanical Engineers (ASME)Section XI Code (Code) for (1)nondestructive examination applicable to reactor pressure vessel flange inserts (RR-ENG-02), (2) steam generator main steam nozzle inside radius sections, and (3) alternative to the requirements of ASME Code Table IWC-2500-1, including a requirement that a surface examination be performed on essentially 100% 0f the length of each weld of one pump casing among each group of multiple Class 2 pumps.
The purpose of this letter is to provide the results of the NRC staffs acceptance review of the Relief requests RR-ENG-3-02, RR-ENG-3-01, and RR-ENG-3-03. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your application and concluded that it does provide technical
information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed relief request in terms of regulatory requirements and the protection of public health and safety and the environment. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
