RE: FCS Rx Vessel Flow Skirt apparently not inspected as part of ASME Code or other Attachments: scan.pdf They have apparently violated LRA commitment 18, since they are currently in the period of extended operation and have neither implement[ed] EPRI MRP-227-A [or] complete[d] FCS specific fluence and stress analyses for critical RV internals locations for a fracture mechanics analysis for the RVI flow skirt (LIC 0059).

The commitment was listed in Appendix A of NUREG-1782, Safety Evaluation Report Related to the License Renewal of the Fort Calhoun Station, Unit 1, October 2003, and was depended upon for approval of license renewal:

3.1.2.4.1.2 Staff Evaluation

...On the basis of the applicant's commitment to provide a program for managing the aging effects associated with the reactor vessel internals flow skirt before entry into the period of extended operation, the staff considers this issue resolved.

On the basis of its review, the staff finds the applicant has credited the appropriate AMPs to manage the aging effects for the materials and environments associated with reactor vessel intemals. In addition, the staff found the associated program descriptions in the USAR Supplement to be acceptable.

3.1.2.4.1.3 Conclusions On the basis of its review, the staff concludes that, pending satisfactory implementation of the commitment discussed above, the applicant has adequately identified the aging effects, and the AMPs credited for managing the aging effects, for the reactor vessel internals such that the component intended functions will be maintained consistent with the CLB for the period of extended operation, as required by 10 CFR 54.21 (a)(3). The staff also reviewed the applicable USAR Supplement program description and concludes that it provides an adequate program description of the AMPs credited for managing aging in the reactor vessel internals, as required by 10 CFR 54.21(d).

The commitment is included in USAR 15.4.
