FINAL SAFETY EVALUATION OF TECHNICAL SPECIFICATIONS TASK FORCE TRAVELER TSTF-547, REVISION 1, CLARIFICATION OF ROD POSITON REQUIREMENTS (TAC NO. MF3570)

Dear Members of the Technical Specifications Task Force:

By letter dated March 6, 2014 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14065A582), the Technical Specifications (TS) Task Force (TSTF) submitted Traveler TSTF-547, Revision 0, Clarification of Rod Position Requirements, for U.S.

Nuclear Regulatory Commission (NRC) review and approval.

By letter dated November 20, 2015 (ADAMS Package Accession No. ML15187A217), an NRC draft safety evaluation (SE) of the Traveler TSTF-547 was provided for your review and comments. By letter dated December 31, 2015 (ADAMS Accession No. ML15365A610), you commented on the draft SE and submitted Revision 1 to Traveler TSTF-547. The NRC staffs final SE is enclosed with this letter.

The Traveler, TSTF-547, Revision 1, is applicable to all Westinghouse-designed pressurized water reactors and is part of the consolidated line item improvement process (CLIIP). The proposed change revises the Standard TS (STS), NUREG-1431, Standard Technical Specifications Westinghouse Plants. Volume 1 of NUREG-1431 is available in ADAMS under Accession No. ML12100A222. Volume 2 of NUREG-1431 is available in ADAMS under Accession No. ML12100A228.

Our SE applies only to material provided in the subject Traveler. We do not intend to repeat our review of the acceptable material described in the Traveler. When a licensee submits a license amendment request (LAR) to adopt this TS change, our review will ensure that the material presented applies to the specific plant involved. Licensees are responsible for reviewing the NRC staffs SE and the applicable technical justifications, providing any necessary plant-specific information, and assessing the completeness and accuracy of their LAR. The NRC will process each LAR to adopt this Traveler according to applicable NRC rules and procedures.

The Traveler TSTF-547, Revision 1, does not prevent licensees from requesting an alternate approach or proposing changes other than those in TSTF-547, Revision 1. However, significant changes from the approach recommended or the inclusion of additional changes in the LAR will require additional NRC staff review, remove the LAR from the CLIIP, increase the time and resources needed for the review, and/or result in NRC staff rejection of the LAR. Licensees desiring significant or additional changes should instead submit an LAR that does not claim to adopt TSTF-547, Revision 1.
