California Office of Historic Preservation - Section 106 Consultation Submittal Checklist Section I: General Information about the Undertaking

  • Already submitted to the State Historic Preservation Officer (SHPO). Continuing consultation under SHPO NO. NRC090303A.
  • Operating license renewal review for Pacific Gas and Electric Company (PG&E) Diablo Canyon Power Plant, Units 1 and 2 (DCPP). Located near Avila Beach, in San Luis Obispo County, California.
  • U.S. Nuclear Regulatory Commission (NRC) has begun its review process under the National Environmental Policy Act (NEPA), pursuant to Title 36, U.S. Code of Federal Regulations (CFR), Part 800.8(c).

Section III: Description of Undertaking and Area of Potential Effects (APE)

  • The U.S. Nuclear Regulatory Commission (NRC) is conducting a license renewal review of PG&Es DCPP, Units 1 and 2. The NRC expects to publish the draft environmental impact statement (EIS) in August 2016.
  • See Enclosure 2.
  • Per 36 CFR Part 800.4(a)(1). The APE for the DCPP license renewal undertaking is the DCPP site and the north and south access roads and immediate environs that may be impacted by ongoing maintenance and operations activities during the license renewal term (Enclosure 2). The APE may extend beyond the immediate DCPP environs in instances where PG&E maintenance and operations activities may affect historic properties. This determination is made irrespective of ownership or control of the lands of interests.

Section IIIA: Ground-Disturbing Activity

  • The current and previous use(s) of the land and previous ground disturbances is on record with the California Office of Historic Preservation (OHP) in the California Historical Resources Information System (CHRIS).

Section IV: Identification of Historic Properties

  • Archival research has been conducted by PG&E archaeologists Maggie Trumbly and Mike Taggart in order to identify historic properties at DCPP per 36 CFR Part 800.4(a)(2). The results of this search have been provided in PG&Es environmental report and will be summarized in the draft EIS.
  • Consultations with Native American tribes will be discussed in the draft EIS including efforts to identify Native American resources. Copies of correspondence with tribal ENCLOSURE 1

groups including the Native American Heritage Commission will be provided in the draft EIS per 36 CFR Part 800.4(a)(4).

  • Consultations conducted with other consulting parties (such as representatives of local governments, project applicants, and additional consulting parties) and the public will be discussed in the draft EIS pursuant to 36 CFR Part 800.2(c)(3-5) and Part 800.2(d).

Copies of correspondence with such agencies, organizations, and individuals will be provided in the draft EIS per 36 CFR Part 800.4(a)(3).

  • Previously recorded historic properties will be identified in the draft EIS per (36 CFR Part 800.4(a)(2). However, the NRC will not disclose sensitive cultural resource site location information in the draft EIS per Section 304 of the National Historic Preservation Act (NHPA) that provides protection of information about a historic property that might result in harm to the property.
  • Survey work completed by PG&E at DCPP to identify historic properties will be discussed in the draft EIS per 36 CFR Part 800.4(b)(1). Archaeological surveys conducted at DCPP, including maps of the APE depicting survey areas, types of coverage (e.g.,

intensive, reconnaissance), and survey methods and strategies are on record with OHP in CHRIS.

  • Site location maps depicting the location of all historic properties and isolated finds within the DCPP APE are on record with OHP in CHRIS.
  • Potential eligibility of identified resources at DCPP for listing on the National Register of Historic Places and substantive evidence of Determinations of Eligibility (DOEs) for each property evaluated (36 CFR Part 800.4(c)) are on record with OHP in CHRIS.

Section V: Finding of Effect

  • A justification for the finding, pursuant to 36 CFR Part 800.5(b), will be provided in the draft EIS.
