DUKE ENERGY - DRAFT REQUEST FOR ADDITIONAL INFORMATION RE: LICENSE AMENDMENT REQUEST TO EAL SCHEME IN ACCORDANCE WITH NEI 99-01 REV 6 (CAC NOS. MF6454, MF6455, AND MF6456)

Mr. Wasik, By letter dated June 23, 2015 (ADAMS Accession No. ML15183A060), Duke Energy Carolinas, LLC (Duke) submitted a license amendment requested (LAR) for U.S. Nuclear Regulatory Commission (NRC) approval for an emergency action level (EAL) scheme change for the Oconee Nuclear Station, Units 1, 2, and 3 (ONS).

Duke proposes to revise the ONS EAL scheme to one based upon Revision 6 to Nuclear Energy Institute (NEI) document NEI 99-01, Development of Emergency Action Levels for Non-Passive Reactors.

The NRC staff has reviewed the information submitted by the licensee, and based on this review, determined additional information is required to complete the assessment of the license amendment request. Please find attached a DRAFT copy of the NRC staffs additional information request. These DRAFT RAIs are being sent to you to ensure that the questions are understandable, the regulatory basis for the questions are clear, and to determine if the information was previously docketed. Please notify me by Friday, December 11, 2015, if you desire to hold a teleconference to discuss the questions. The NRC staff will request a response to the RAIs within 30 days of the formal NRC RAI transmittal letter.
