Murray, The purpose of this e-mail is to provide the results of the NRC staffs acceptance review for the subject relief request.

By letter dated October 21, 2015 (Agencywide Documents and Access Management System Accession No. ML15301A761), Entergy Nuclear Operations, Inc. (the licensee) requested relief related to hardship without compensating increase in quality or safety, in accordance with 10 CFR 50.55a(z)(2). This applies to the Pilgrim Nuclear Power Station. The licensee proposes an alternative pertaining to pressure testing of Class 1, 2 and 3 mechanical joints. Specifically, the licensee proposes to follow the guidance in Code Case N-795 in lieu of using the requirements of IWB-5221(a) from the ASME Code 2001 Edition/2003 Addenda.

The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has concluded that the subject relief request does provide technical information in sufficient detail to enable the NRC staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed relief request in terms of regulatory requirements and the protection of public health and safety and the environment.

If needed, the NRC staff may submit a request for additional information to complete its technical review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence
