COMPLETION OF ACTIONS ASSOCIATED WITH TOPICS 4, 5, AND 7 OF THE SAN ONOFRE STEAM GENERATOR TUBE DEGRADATION EVENT LESSONS LEARNED The purpose of this memorandum is to provide documentation of completed actions associated with the comprehensive San Onofre Nuclear Generating Station (SONGS) Lessons Learned review. On November 13, 2015, the U.S. Nuclear Regulatory Commission (NRC), Office of Nuclear Reactor Regulation, Division of Inspection and Regional Support, Performance Assessment Branch, issued a revision to Inspection Manual Chapter (IMC) 0375 Implementation of the Reactor Oversight Process at Reactor Facilities in an Extended Shutdown Condition for Reasons Not Related to Performance (formerly known as IMC 0351).
This revision incorporates several lessons learned from the SONGS steam generator tube degradation event. The topics that were addressed in this IMC revision are:
Topic 4, action 8: develop guidance for determining when a management oversight panel should be considered Topic 5, action 10: issuance of a Reactor Oversight Process (ROP) feedback form addressing staff comments and survey results Topic 7, action 15a: clarification of the appropriate situations for the use of IMC 0375 Topic 7, action 15c: clarification of when the application of IMC 0375 should be concluded Topic 7, action 15d: clarification on the process for documenting implementation of the manual chapter.
This issuance of this memo serves to officially notify you of the closure of these actions.
