FINAL MODEL SAFETY EVALUATION OF TECHNICAL SPECIFICATIONS TASK FORCE TRAVELER TSTF-545, REVISION 3, TS INSERVICE TESTING PROGRAM REMOVAL & CLARIFY SR USAGE RULE APPLICATION TO SECTION 5.5 TESTING (TAC NO. MF3349)
Dear Members of the Technical Specifications Task Force:
By letter dated April 3, 2015 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML15093A470), the Technical Specifications (TS) Task Force (TSTF) submitted to the U.S. Nuclear Regulatory Commission (NRC) for review and approval Traveler TSTF-545, Revision 2, TS Inservice Testing Program Removal & Clarify SR [Surveillance Requirement] Usage Rule Application to Section 5.5 Testing.
By letter dated September 22, 2015 (ADAMS Package Accession No. ML15181A032), an NRC draft model safety evaluation (SE) of the Traveler TSTF-545 was provided for your review and comments. By letter dated October 21, 2015, 2015 (ADAMS Accession No. ML15294A555),
you commented on the draft model SE and submitted Traveler TSTF-545, Revision 3. The NRC staffs final model SE is enclosed with this letter.
The Traveler, TSTF-545, Revision 3, is applicable to all nuclear power plants and is part of the consolidated line item improvement process (CLIIP). The proposed change revises the Standard Technical Specifications (STS), NUREG-1430, Standard Technical Specifications Babcock and Wilcox Plants, NUREG-1431, Standard Technical Specifications Westinghouse Plants, NUREG-1432, Standard Technical Specifications Combustion Engineering Plants, NUREG-1433, Standard Technical Specifications General Electric Plants BWR/4, and NUREG-1434, Standard Technical Specifications General Electric Plants, BWR/6. Volume 1 of these NUREGs can be accessed in ADAMS under Accession Nos. ML12100A177, ML12100A222, ML12102A165, ML12104A192, and ML12104A195, respectively. Volume 2 of these NUREGs can be accessed in ADAMS under Accession Nos. ML12100A178, ML12100A228, ML12102A169, ML12104A193, and ML12104A196, respectively.
Our SE applies only to material provided in the subject Traveler. We do not intend to repeat our review of the acceptable material described in the Traveler. When a licensee submits a license amendment request (LAR) to adopt this TS change, our review will ensure that the material presented applies to the specific plant involved. Licensees are responsible for reviewing the NRC staffs SE and the applicable technical justifications, providing any necessary plant-specific information, and assessing the completeness and accuracy of their LAR. The NRC will process each LAR to adopt this Traveler according to applicable NRC rules and procedures.
The Traveler TSTF-545, Revision 3, does not prevent licensees from requesting an alternate approach or proposing changes other than those in TSTF-545, Revision 3. However, significant changes from the approach recommended or the inclusion of additional changes in the LAR will
Technical Specifications Task Force require additional NRC staff review, remove the LAR from the CLIIP, increase the time and resources needed for the review, and/or result in NRC staff rejection of the LAR. Licensees desiring significant or additional changes should instead submit an LAR that does not claim to adopt TSTF-545, Revision 3.
