SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) requested that ORAU, working under the Oak Ridge Institute for Science and Education (ORISE) contract, perform an independent assessment at the GE-Hitachi (GEH) Vallecitos Nuclear Center (VNC) in Sunol, California. The site has been engaged in nuclear power research, development, testing, and post-irradiation examination of reactor fuel since the 1950s. Much of the reactor-related activities have ceased. One test reactor remains operational while three are in a SAFSTOR condition. Of the approximately 1,600 acre site, only 135 acres were ever used for conducting principal activities. GEH has formally requested NRC approval to release approximately 610 acresthe C1 and C2 land areasof the site for unrestricted use.
ORAU traveled to the site July 19-21, 2015 and performed independent assessment activities including gamma radiation surveys and soil sampling. The results of ORAU gamma radiation surveys combined with laboratory analytical results from soil samples support the conclusion that the approximately 610 acres, comprising the C1 and C2 land areas, were radiologically non-impacted by licensed site activities.

- 1. INTRODUCTION The GE-Hitachi (GEH) Vallecitos Nuclear Center (VNC) in Sunol, California has been engaged in nuclear power research, development, testing, and post irradiation examination of reactor fuel since the 1950s (NRC 1999). Much of the reactor-related activities have ceased. One test reactor remains operational while three are in a SAFSTOR condition. VNC is currently licensed under 10 CFR 50 and 70, as well as a State of California radioactive materials license. Of the approximately 1,600 acre site, only 135 acres were ever used for conducting principal activities (GEH 2015). GEH has formally requested U.S. Nuclear Regulatory Commission (NRC) approval to release approximately 610 acresthe C1 and C2 land areasof the site for unrestricted use. In support of this request, GEH conducted an environmental assessment which included a small scale sampling campaign and a review of the site operating history and subsequently categorized C1 and C2 land areas as non-impacted. In April 2015, GEH submitted a formal request for partial site release which included specific details of the environmental assessment.
The NRC requested that ORAU, via the Oak Ridge Institute for Science and Education (ORISE) contract, perform an assessment of the C1 and C2 land areas in order to independently assess GEHs conclusion that the land has not been radiologically impacted by VNC site activities. This report discusses the collection and analysis of independent assessment data collected in land areas C1 and C2, in addition to observations made by ORAU staff while on site.
- 2. SITE DESCRIPTION The 1,600 acre VNC site is located at 6705 Vallecitos Road in Sunol, California. The site is approximately 35 miles east-southeast of San Francisco, California in the Pleasanton quadrangle of Alameda County, California. The site is situated in a primarily agricultural setting with a small residential population existing primarily west of the site. The nearest sizable town is Pleasanton, California, located four miles to the north-northwest. The sites boundaries have not changed since the property was purchased in 1956 and are delineated with fencing and No Trespassing signage (GEH 2015).
The VNC is mostly undeveloped grasslands covered with hills ranging from 400 to 1,200 feet above sea level. Developed industrialized areas of the site exist at elevations between 400 and 600 feet and slopes to the southwest. The property is primarily drained by ditches flowing into Vallecitos Creek.

5273-SR-01-0 Areas C1 and C2 cover an area of approximately 610 acres. As shown in Figure 2.1, the subject areas are located to the north of, as well as hydraulically up-gradient, of the industrial area.

- 3. OBJECTIVES ORAU was requested to perform independent gamma radiation surveys and to collect and analyze both random and judgmental soil samples, as required, to independently verify that the C1 and C2 land areas have not been radiologically impacted by site operations.
- 4. RADIONUCLIDES OF CONCERN Fission products, primarily cesium-137, are the primary radionuclides of concern (ROCs) for the site. The only identified realistic pathway for site-related ROCs to have impacted Areas C1 and C2 would be via surface depositions from gaseous effluents. Water pathwayssurface runoff or ground water intrusionare not considered feasible as the C1 and C2 land areas are both hydraulically and topographically upgradient from the industrial area. Anthropogenic impact is unlikely as GEH did not identify any records where C1 or C2 had been used for VNC site activities.
- 5. PROCEDURES On-site assessment activities were performed during the period of July 19-21, 2015, in accordance with the project-specific plan (PSP) (ORAU 2015a), the ORAU Radiological and Environmental Survey Procedures Manual (ORAU 2015b), and the ORAU Environmental Services and Radiation Training Quality Program Manual (ORAU 2015c). Specific on-site activities included independent radiation surveys and soil sampling to evaluate the radiological status of Areas C1 and C2.
5.1 REFERENCE SYSTEM ORAU used global positioning system (GPS) coordinates (easting and northing) and prominent site features. Soil sample locations and gamma radiation survey data were located using North American Datum 1983 (CORS96) State Plane California III FIPS 0403 in U.S. feet.
5.2 GAMMA RADIATION SURVEYS Gamma radiation surveys were performed using sodium iodide (NaI) scintillation detectors coupled to ratemeter-scalers with audible indicators and GPS systems that enabled real-time gamma count rate and spatial data capture. Appendix A details the equipment used in performing gamma radiation surveys. Due to the non-impacted classification, the vast size and rugged terrain of the survey area, and the large distances between sample points, scan coverage was limited to the surveyors chosen

5273-SR-01-0 path between locations, which was often selected based on terrain and accessibility. Field personnel navigated between randomly-selected soil sample locations while performing gamma radiation surveys, via judgmentally selected routes representing areas of potential contamination migration or anthropogenic pathways. Surveyors targeted areas evident of surface water runoff and accumulation points, wind breaks, livestock trails, animal burrows, bovine feces, and boundary areas closest to the industrial site. At each sample location, higher density scans covering up to approximately 200 square meters (m2) were completed in the immediate area of each sample location.
Background gamma radiation data for the C1 land area was collected in a residential area adjacent to the site on the northwest corner of the property. The C2 land area background dataset was collected from another residential area further south and closer to the industrial area of the site.
5.3 SOIL SAMPLING Project data objectives determined that a minimum of 10 random samples were required to adequately assess the GEH conclusion that C1 and C2 were non-impacted, provided the gamma radiation scans did not identify suspect contamination. Visual Sample Plan (VSP) (Version 7.4) was used to generate the sample locations. Due to the complexity of the terrain, and the potential that some of the random locations could not be accessible, an additional five locations were generated to be used if needed to maintain an adequate sample population size. Therefore, a population of 15 random locations was available for investigation within Areas C1 and C2 with the goal of investigating and sampling a minimum of 10 locations. It was assumed that rugged terrain, severe changes in elevation and/or short project duration relative to the size of the study area would make it impractical to reach all sample locations. Therefore, it was planned that if a random sample location could not be reached, a judgmental sample in the relative vicinity of the random location could be collected in its place. This could occur five times and still allow surveyors to collect samples from 10 randomly selected locations.
Ten random samples and one judgmental sample were collected during the survey. Sample locations are identified in the area map provided as Appendix B. The random location selected by VSP for sample 5273S0001 presented a much greater degree of physical slope than anticipated as it was located at the peak of a steep hill. In the interest of time, safety, and conservatism, the team decided to relocate the sample to the storm water conveyance area at the base of the grade, which also provided drainage for a much larger area to the east and large hillside to the north.

5273-SR-01-0 Sample collection was performed using a clean, dedicated trowel to extract each soil sample.
Although surface soil sampling is intended to target the top 0-15 cm (6 inches), arid conditions and site geology limited sampling to depths ranging from 5-10 cm. Gamma measurements were recorded on the exposed soil surface before and after sample collection.
At GEHs request, side-by-side soil samples were collected by their environmental support contractor, Brown and Caldwell (BC). ORAU collected approximately 1,000 grams of material from each location while BC collected approximately 250 grams.
5.4 Laboratory Analysis All soil samples were transferred under chain-of-custody to the Radiological and Environmental Analytical Laboratory (REAL) in Oak Ridge, Tennessee for analysis. Sample analyses were performed in accordance with standard analytical procedures as described in the ORAU Radiological and Environmental Analytical Laboratory Procedures Manual (ORAU 2015d). Since the area has been classified as non-impacted, the approach was taken to identify any measurable quantities of fission products and/or activation products, with an increased specificity toward cesium-137, using gamma spectroscopy. Appendix A provides detailed information regarding gamma spectroscopy equipment.
The results were then compared to background concentrations present naturally and/or from fallout resulting from weapons testing and/or nuclear accidents.
- 6. FINDINGS AND RESULTS Findings and results include reviews of ORAU gamma radiation survey data and soil sampling analytical laboratory results.
6.1 SURFACE SCANS Because of the scale of the site and the low area density survey data, a color-coded or binned survey results map is not presented. Instead, Figures 6.1 and 6.2 present Q-Q plots of survey data collected from C1 and C2 land areas, respectively. A Q-Q plot displays the presence of multiple populations (e.g., background and contamination) as a break from linearity or step in the plot.
The highest results in the C1 land area (Figure 6.1), with a maximum of ~12,000 cpm, were not noted by surveyors as being audibly distinguishable from localized background during the gamma

5273-SR-01-0 radiation survey activities. Surveyors traversed swales, hillsides, and other low areas that caused an increased detector response, compared to the background dataset, due to terrain geometry effects.
Background data presented in Figure 6.1 were collected in a flat residential area. These geometry affects are evident in the Figure 6.1 Area C1 Q-Q plot where the higher count rates rise above the background data plot. Two count rate populations are evident in the C1 data. The lower-left data corresponds with the flat terrain background data that are not influenced by the additional gamma count rates expected while surveying hillsides, gullies, etc. where additional terrestrial affects are noted. These data are apparent in the upper right tail of the data. Any localized elevated gamma radiation levels above those of the background populations would be evident as a stair-step function above the sloped line. It is also noted that the data points above background, seen in the upper right quantile, do not represent a stair-step function typically indicative of contamination.
Figure 6.3 provides an illustrative example Q-Q plot of how a data population that includes suspect contamination would appear. The figure represents a background population and a survey area that exhibits both background count rates and elevated count rates due to suspect contamination noted as the steep step function in the upper right quantile.
Results from the C2 land area (Figure 6.2) generally matched the detector responses collected as the background dataset. There were no notable instances of audible responses distinguishable from background in the C2 area. The single data point present at approximately 9,000 cpm is attributed to an electronic anomaly.

Example Background and Simulated Contamination Q-Q plot 6.2 RADIONUCLIDE CONCENTRATIONS IN SOIL Table 6.1 presents a summary of ORAU analytical results, including the total propagated uncertainty (TPU) and analytical minimum detectable concentration (MDC) for Cs-137. Appendix C provides the complete gamma spectrometry summary reports generated by the laboratory. Review of the data identified cesium-137 at concentrations greater than the minimum detectable concentration (MDC) in all eleven samples. Low-level concentrations of cesium-137 in the 0.5 to 2.0 pCi/g range are expected in surface soils primarily due to fallout from previous atmospheric nuclear weapons testing as well as nuclear plant accidents such as Chernobyl and more recently Fukushima Dai-ichi. Spectral data were reviewed for any other identifiable photopeaks. Those identified were associated with naturally occurring radioactive material. No additional photopeaks associated with fission and/or activation products were identified.

DISCUSSION In order to assess whether the Cs-137 concentrations were indicative of the C1 and C2 areas being non-impacted by GEH operations, a literature search was performed for radiological background studies that would be considered representative of the geographic area. U.S. Department of Energy facilities implement environmental surveillance programs and report results annually. As part of this activity, background soil samples are collected from areas that are known to be non-impacted by facilities operations. Lawrence Livermore National Laboratory (LLNL) is located approximately 9 miles northeast of the survey area and publishes an annual environmental monitoring report containing analytical monitoring data. Included are data from seven locations considered to be representative of background conditions in the Livermore Valley where GEH VNC is located.
In order to identify any trend variances, the C1 and C2 independent soil sample results were compared to the five most recently published LLNL background datasets, starting with 2009 and ending in 2013 (Gallegos 2010, Jones 2011-2014). Based on LLNL data, the mean and maximum
Vallecitos Nuclear Center Land Areas C1 and C2 10 5273-SR-01-0 background concentration of Cs-137 in Livermore Valley soils is 0.043 pCi/g and 0.114 pCi/g, respectively. Table 7.1 provides a comparison of the summary statistics between ORAU samples collected in the C1 and C2 land areas and the LLNL background dataset. Figure 7.1 is a map that identifies LLNL background sample locations in proximity to GEH VNC. LLNL background sample locations are identified as LV 1 to LV 7.
When compared using Table 7.1, cesium-137 concentrations in GEH VNC soils appear to be measurably higher compared to the background dataset collected by LLNL. However, variations such as these are not considered uncommon when comparing quantitative data at these low levels, especially considering the expected variability of Cs-137 disposition in soils (USDA 1990). In addition, concentrations of Cs-137 in GEH VNC soils fall within average background ranges for United States soils which have been shown to vary between <0.1 pCi/g and 1.5 pCi/g (NRC 1995).

SUMMARY
AND CONCLUSIONS The NRC requested that ORAU perform an independent assessment of GEH VNC C1 and C2 land areas, in Sunol, California. On-site assessment activities took place during the period of July 19-21, 2015. Activities included gamma radiation walkover surveys and the collection of 11 samples for laboratory analysis.
Based on available data, ORAU concludes that radionuclide concentrations in surface soils of the C1 and C2 land area are consistent with regional background conditions and/or worldwide fallout levels and there was no evidence that the areas were impacted by site operations conducted at GEH VNC.

SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) requested that ORAU, working under the Oak Ridge Institute for Science and Education (ORISE) contract, perform an independent assessment at the GE-Hitachi (GEH) Vallecitos Nuclear Center (VNC) in Sunol, California. The site has been engaged in nuclear power research, development, testing, and post-irradiation examination of reactor fuel since the 1950s. Much of the reactor-related activities have ceased. One test reactor remains operational while three are in a SAFSTOR condition. Of the approximately 1,600 acre site, only 135 acres were ever used for conducting principal activities. GEH has formally requested NRC approval to release approximately 610 acresthe C1 and C2 land areasof the site for unrestricted use.
ORAU traveled to the site July 19-21, 2015 and performed independent assessment activities including gamma radiation surveys and soil sampling. The results of ORAU gamma radiation surveys combined with laboratory analytical results from soil samples support the conclusion that the approximately 610 acres, comprising the C1 and C2 land areas, were radiologically non-impacted by licensed site activities.

INTRODUCTION The GE-Hitachi (GEH) Vallecitos Nuclear Center (VNC) in Sunol, California has been engaged in nuclear power research, development, testing, and post irradiation examination of reactor fuel since the 1950s (NRC 1999). Much of the reactor-related activities have ceased. One test reactor remains operational while three are in a SAFSTOR condition. VNC is currently licensed under 10 CFR 50 and 70, as well as a State of California radioactive materials license. Of the approximately 1,600 acre site, only 135 acres were ever used for conducting principal activities (GEH 2015). GEH has formally requested U.S. Nuclear Regulatory Commission (NRC) approval to release approximately 610 acresthe C1 and C2 land areasof the site for unrestricted use. In support of this request, GEH conducted an environmental assessment which included a small scale sampling campaign and a review of the site operating history and subsequently categorized C1 and C2 land areas as non-impacted. In April 2015, GEH submitted a formal request for partial site release which included specific details of the environmental assessment.
The NRC requested that ORAU, via the Oak Ridge Institute for Science and Education (ORISE) contract, perform an assessment of the C1 and C2 land areas in order to independently assess GEHs conclusion that the land has not been radiologically impacted by VNC site activities. This report discusses the collection and analysis of independent assessment data collected in land areas C1 and C2, in addition to observations made by ORAU staff while on site.
- 2. SITE DESCRIPTION The 1,600 acre VNC site is located at 6705 Vallecitos Road in Sunol, California. The site is approximately 35 miles east-southeast of San Francisco, California in the Pleasanton quadrangle of Alameda County, California. The site is situated in a primarily agricultural setting with a small residential population existing primarily west of the site. The nearest sizable town is Pleasanton, California, located four miles to the north-northwest. The sites boundaries have not changed since the property was purchased in 1956 and are delineated with fencing and No Trespassing signage (GEH 2015).
The VNC is mostly undeveloped grasslands covered with hills ranging from 400 to 1,200 feet above sea level. Developed industrialized areas of the site exist at elevations between 400 and 600 feet and slopes to the southwest. The property is primarily drained by ditches flowing into Vallecitos Creek.

5273-SR-01-0 Areas C1 and C2 cover an area of approximately 610 acres. As shown in Figure 2.1, the subject areas are located to the north of, as well as hydraulically up-gradient, of the industrial area.

- 3. OBJECTIVES ORAU was requested to perform independent gamma radiation surveys and to collect and analyze both random and judgmental soil samples, as required, to independently verify that the C1 and C2 land areas have not been radiologically impacted by site operations.
- 4. RADIONUCLIDES OF CONCERN Fission products, primarily cesium-137, are the primary radionuclides of concern (ROCs) for the site. The only identified realistic pathway for site-related ROCs to have impacted Areas C1 and C2 would be via surface depositions from gaseous effluents. Water pathwayssurface runoff or ground water intrusionare not considered feasible as the C1 and C2 land areas are both hydraulically and topographically upgradient from the industrial area. Anthropogenic impact is unlikely as GEH did not identify any records where C1 or C2 had been used for VNC site activities.
- 5. PROCEDURES On-site assessment activities were performed during the period of July 19-21, 2015, in accordance with the project-specific plan (PSP) (ORAU 2015a), the ORAU Radiological and Environmental Survey Procedures Manual (ORAU 2015b), and the ORAU Environmental Services and Radiation Training Quality Program Manual (ORAU 2015c). Specific on-site activities included independent radiation surveys and soil sampling to evaluate the radiological status of Areas C1 and C2.
5.1 REFERENCE SYSTEM ORAU used global positioning system (GPS) coordinates (easting and northing) and prominent site features. Soil sample locations and gamma radiation survey data were located using North American Datum 1983 (CORS96) State Plane California III FIPS 0403 in U.S. feet.
5.2 GAMMA RADIATION SURVEYS Gamma radiation surveys were performed using sodium iodide (NaI) scintillation detectors coupled to ratemeter-scalers with audible indicators and GPS systems that enabled real-time gamma count rate and spatial data capture. Appendix A details the equipment used in performing gamma radiation surveys. Due to the non-impacted classification, the vast size and rugged terrain of the survey area, and the large distances between sample points, scan coverage was limited to the surveyors chosen

5273-SR-01-0 path between locations, which was often selected based on terrain and accessibility. Field personnel navigated between randomly-selected soil sample locations while performing gamma radiation surveys, via judgmentally selected routes representing areas of potential contamination migration or anthropogenic pathways. Surveyors targeted areas evident of surface water runoff and accumulation points, wind breaks, livestock trails, animal burrows, bovine feces, and boundary areas closest to the industrial site. At each sample location, higher density scans covering up to approximately 200 square meters (m2) were completed in the immediate area of each sample location.
Background gamma radiation data for the C1 land area was collected in a residential area adjacent to the site on the northwest corner of the property. The C2 land area background dataset was collected from another residential area further south and closer to the industrial area of the site.
5.3 SOIL SAMPLING Project data objectives determined that a minimum of 10 random samples were required to adequately assess the GEH conclusion that C1 and C2 were non-impacted, provided the gamma radiation scans did not identify suspect contamination. Visual Sample Plan (VSP) (Version 7.4) was used to generate the sample locations. Due to the complexity of the terrain, and the potential that some of the random locations could not be accessible, an additional five locations were generated to be used if needed to maintain an adequate sample population size. Therefore, a population of 15 random locations was available for investigation within Areas C1 and C2 with the goal of investigating and sampling a minimum of 10 locations. It was assumed that rugged terrain, severe changes in elevation and/or short project duration relative to the size of the study area would make it impractical to reach all sample locations. Therefore, it was planned that if a random sample location could not be reached, a judgmental sample in the relative vicinity of the random location could be collected in its place. This could occur five times and still allow surveyors to collect samples from 10 randomly selected locations.
Ten random samples and one judgmental sample were collected during the survey. Sample locations are identified in the area map provided as Appendix B. The random location selected by VSP for sample 5273S0001 presented a much greater degree of physical slope than anticipated as it was located at the peak of a steep hill. In the interest of time, safety, and conservatism, the team decided to relocate the sample to the storm water conveyance area at the base of the grade, which also provided drainage for a much larger area to the east and large hillside to the north.

5273-SR-01-0 Sample collection was performed using a clean, dedicated trowel to extract each soil sample.
Although surface soil sampling is intended to target the top 0-15 cm (6 inches), arid conditions and site geology limited sampling to depths ranging from 5-10 cm. Gamma measurements were recorded on the exposed soil surface before and after sample collection.
At GEHs request, side-by-side soil samples were collected by their environmental support contractor, Brown and Caldwell (BC). ORAU collected approximately 1,000 grams of material from each location while BC collected approximately 250 grams.
5.4 Laboratory Analysis All soil samples were transferred under chain-of-custody to the Radiological and Environmental Analytical Laboratory (REAL) in Oak Ridge, Tennessee for analysis. Sample analyses were performed in accordance with standard analytical procedures as described in the ORAU Radiological and Environmental Analytical Laboratory Procedures Manual (ORAU 2015d). Since the area has been classified as non-impacted, the approach was taken to identify any measurable quantities of fission products and/or activation products, with an increased specificity toward cesium-137, using gamma spectroscopy. Appendix A provides detailed information regarding gamma spectroscopy equipment.
The results were then compared to background concentrations present naturally and/or from fallout resulting from weapons testing and/or nuclear accidents.
- 6. FINDINGS AND RESULTS Findings and results include reviews of ORAU gamma radiation survey data and soil sampling analytical laboratory results.
6.1 SURFACE SCANS Because of the scale of the site and the low area density survey data, a color-coded or binned survey results map is not presented. Instead, Figures 6.1 and 6.2 present Q-Q plots of survey data collected from C1 and C2 land areas, respectively. A Q-Q plot displays the presence of multiple populations (e.g., background and contamination) as a break from linearity or step in the plot.
The highest results in the C1 land area (Figure 6.1), with a maximum of ~12,000 cpm, were not noted by surveyors as being audibly distinguishable from localized background during the gamma

5273-SR-01-0 radiation survey activities. Surveyors traversed swales, hillsides, and other low areas that caused an increased detector response, compared to the background dataset, due to terrain geometry effects.
Background data presented in Figure 6.1 were collected in a flat residential area. These geometry affects are evident in the Figure 6.1 Area C1 Q-Q plot where the higher count rates rise above the background data plot. Two count rate populations are evident in the C1 data. The lower-left data corresponds with the flat terrain background data that are not influenced by the additional gamma count rates expected while surveying hillsides, gullies, etc. where additional terrestrial affects are noted. These data are apparent in the upper right tail of the data. Any localized elevated gamma radiation levels above those of the background populations would be evident as a stair-step function above the sloped line. It is also noted that the data points above background, seen in the upper right quantile, do not represent a stair-step function typically indicative of contamination.
Figure 6.3 provides an illustrative example Q-Q plot of how a data population that includes suspect contamination would appear. The figure represents a background population and a survey area that exhibits both background count rates and elevated count rates due to suspect contamination noted as the steep step function in the upper right quantile.
Results from the C2 land area (Figure 6.2) generally matched the detector responses collected as the background dataset. There were no notable instances of audible responses distinguishable from background in the C2 area. The single data point present at approximately 9,000 cpm is attributed to an electronic anomaly.

Example Background and Simulated Contamination Q-Q plot 6.2 RADIONUCLIDE CONCENTRATIONS IN SOIL Table 6.1 presents a summary of ORAU analytical results, including the total propagated uncertainty (TPU) and analytical minimum detectable concentration (MDC) for Cs-137. Appendix C provides the complete gamma spectrometry summary reports generated by the laboratory. Review of the data identified cesium-137 at concentrations greater than the minimum detectable concentration (MDC) in all eleven samples. Low-level concentrations of cesium-137 in the 0.5 to 2.0 pCi/g range are expected in surface soils primarily due to fallout from previous atmospheric nuclear weapons testing as well as nuclear plant accidents such as Chernobyl and more recently Fukushima Dai-ichi. Spectral data were reviewed for any other identifiable photopeaks. Those identified were associated with naturally occurring radioactive material. No additional photopeaks associated with fission and/or activation products were identified.

DISCUSSION In order to assess whether the Cs-137 concentrations were indicative of the C1 and C2 areas being non-impacted by GEH operations, a literature search was performed for radiological background studies that would be considered representative of the geographic area. U.S. Department of Energy facilities implement environmental surveillance programs and report results annually. As part of this activity, background soil samples are collected from areas that are known to be non-impacted by facilities operations. Lawrence Livermore National Laboratory (LLNL) is located approximately 9 miles northeast of the survey area and publishes an annual environmental monitoring report containing analytical monitoring data. Included are data from seven locations considered to be representative of background conditions in the Livermore Valley where GEH VNC is located.
In order to identify any trend variances, the C1 and C2 independent soil sample results were compared to the five most recently published LLNL background datasets, starting with 2009 and ending in 2013 (Gallegos 2010, Jones 2011-2014). Based on LLNL data, the mean and maximum
Vallecitos Nuclear Center Land Areas C1 and C2 10 5273-SR-01-0 background concentration of Cs-137 in Livermore Valley soils is 0.043 pCi/g and 0.114 pCi/g, respectively. Table 7.1 provides a comparison of the summary statistics between ORAU samples collected in the C1 and C2 land areas and the LLNL background dataset. Figure 7.1 is a map that identifies LLNL background sample locations in proximity to GEH VNC. LLNL background sample locations are identified as LV 1 to LV 7.
When compared using Table 7.1, cesium-137 concentrations in GEH VNC soils appear to be measurably higher compared to the background dataset collected by LLNL. However, variations such as these are not considered uncommon when comparing quantitative data at these low levels, especially considering the expected variability of Cs-137 disposition in soils (USDA 1990). In addition, concentrations of Cs-137 in GEH VNC soils fall within average background ranges for United States soils which have been shown to vary between <0.1 pCi/g and 1.5 pCi/g (NRC 1995).

SUMMARY
AND CONCLUSIONS The NRC requested that ORAU perform an independent assessment of GEH VNC C1 and C2 land areas, in Sunol, California. On-site assessment activities took place during the period of July 19-21, 2015. Activities included gamma radiation walkover surveys and the collection of 11 samples for laboratory analysis.
Based on available data, ORAU concludes that radionuclide concentrations in surface soils of the C1 and C2 land area are consistent with regional background conditions and/or worldwide fallout levels and there was no evidence that the areas were impacted by site operations conducted at GEH VNC.
