SUBJECT:
NEED FOR INFORMATION ON LOCAL CONTROL STATIONS Re: Oconee Nuclear Station, Units 1, 2 and 3 Brookhaven National Laboratory (BNL) is assisting the NRC Office of Nuclear Regulatory Research (RES) in resolving the generic issue on human factors deficiencies at local control stations. BNL would like to tour Oconee Units 1, 2 and 3 and to gather information that would assist them in this effort.
The visit should require about one day's actual onsite time. We have discussed this issue with your,staff to make mutually convenient arrangements. These discussions have identified June 30, 1988, as a tentative date for this visit. The following three people will be visiting:
Leo Beltracchi, NRC; William A. Luckas, Jr.; BNL; and Edward A. MacDougall, BNL.
At the site, this group would like to observe the control room and each of the local control stations; i.e., a control station not within the main control room used by operators to control the plant when the main control room cannot be used. These stations would be used in the execution of Emergency Operating Procedures and alternative safe shutdown procedures.
During the visit, the group would appreciate the following background materials being made available:
- 1. List of the Oconee local control stations, as defined above;
- 2. Procedures for operation of local control stations; and
- 3. Drawings and descriptions of the local control stations.
