Dear Mr. Tucker:
SUBJECT:
SHUNT TRIP MODIFICATIONS -
ITEM 4.3 OF GENERIC LETTER 83-28 Re:
Oconee Nuclear Station, Units 1, 2 and 3 By letters dated December 30, 1983 and October 24, 1984, you responded to Generic Letter 83-28, "Required Actions Based on Generic Implications of Salem ATWS Events," including Item 4.3 on reactor trip systems reliability-automatic actuation of the shunt trip attachment. We have reviewed your proposed design for automatic actuation of the reactor trip breaker shunt trip attachments and find it acceptable.
As noted in the enclosed Safety Evaluation, we request that:
- 1. You confirm that the shunt trip attachment has been seismically qualified when the ongoing investigation of this matter has been concluded; and
- 2. You submit changes to the Technical Specifications to explicitly note that the testing independently confirms the operability of the shunt and undervoltage trip attachments consistent with your test procedure.
We request that you provide the above information within 30 days of receipt of this letter. If the information is not available at this time, then we request that you provide a schedule for submitting this information and a justification for those dates. This request for information affects fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.
Sincerely, John F. Stolz, Chief Operating Reactors Branch #4 Division of Licensing
