We have received a copy of your application dated April 30, 1984, which was filed with the Office of Nuclear Reactor Regulation (ONRR) for review. This application proposed certain Technical Specification changes relating to hy drogen concentration in waste gas holdup tanks and to reporting requirements for the Oconee Nuclear Station Unit Nos. 1, 2, and 3. Fees pursuant to 10 CFR 170.22 of the March 23, 1978 regulations were not remitted with your application because you determined that the waste gas holdup tank portion is a supplement to yourFebruary 9, 1983 submittal and the reporting re quirement changes result from a written NRC request.
Consistent with the fee position in Generic Letter 83-43 dated December 19, 1983, we have determined that an exemption, pursuant to 10 CFR 170.11(b),
from the fee requirements is authorized by law and that such exemption is otherwise in the public interest and is hereby granted for the reporting re quirement portions of your April 30 application. Based on the ONRR staff's preliminary review of the waste gas holdup tanks change portion of your ap plication, they agree that this change is administrative in nature. While the change is preliminarily considered to be administrative in nature, it is our understanding that the waste gas holdup tanks change was requested to provide an adequate sampling program to monitor the concentration of explosive gas mixtures in the waste gas system as an interim measure con cerned with the prevention of hydrogen explosions until such time as the modificationsproposed as part of the Waste Gas Study can be evaluated and any necessary ones are implemented. Therefore, this portion of your appli cation is not considered to be supplemental to your earlier application nor exempt from fees under the provisions of Footnote 2 of 10 CFR 170.22 of the March 23 regulations.

It is requested that your Company remit a total of $2,000 (a Class II and two Class I's) in fees for the waste gas holdup tank change. If the ONRR staff's final review of your application reveals that the requested fees are not appropriate, you will be notified and any necessary adjustments will be made.
