NRC INSPECTION REPORT 50-269/99-10, 50-270/99-10, AND 50-287/99-10
Dear Mr. McCollum:
This refers to an inspection conducted on November 2-6 and 16-20, 1998, and January 11-15,
1999, at the Oconee facility. The purpose of the inspection was to follow up on an open item
regarding potential emergency feedwater system design vulnerabilities. The enclosed report
presents the results of this inspection.
This inspection identified two unresolved items related to emergency feedwater (EFW) system
design control and 50.59 safety evaluations. The resolution of these items depends on an
interpretation of the licensing basis of the EFW system by the NRC. To support this, a technical
meeting at the NRC headquarters with your staff is being planned to further discuss the EFW
licensing basis. The date, time, and location of this meeting was promulgated in a separate
meeting announcement dated January 21, 1999.
Within the scope of the inspection, violations or deviations were not identified. In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be
placed in the NRC Public Document Room.
